There have been an increasing number of TV commercials from Japanese brands broadcast in the Japanese language, although they often include translations in underlines. Should all commercials be broadcast in Mandarin or Fujianese only? The bureau concerned, please give a plausible explanation.
FYI, so far I have not seen any commercials displayed all in English, but why Japanese?

It should have nothing to do with the ruling party’s pro‑Japan stance.
Advertisers enjoy a certain degree of creative freedom, and the regulatory authorities usually only stipulate that commercials must not be false or misleading, rather than prescribing which language should be used.
As long as there is a clear Chinese translation, the audience can understand and will not be misled.
