護佑台灣經濟 Protecting the Economy of Taiwan

在國家元首的操守遭到檢方有罪指控、執政能力已被否定之際，文官體系既可能面臨執政正當性的質疑，或因內閣人事變動在即，導致士氣低落，甚至出現行政怠惰；也可能利用紛亂的政局或最後掌權的機會，運用行政裁量的優勢擴權、濫權。這是兩種極端，不止破壞文官體系的公信力，甚而可能導致難以回復的傷害，不應也不該發生，更需要全力避免。再此時此刻的台灣，需要文官體系基於行政中立，提供人民連貫不中斷的服務，以確保起碼的政務運作；更重要的是，文官體系專業且成熟的運作，正是穩定社會民心的重要力量。

With the integrity of the head of state challenged by the accusations of a procurator, and his ability to govern rejected in consequence, the civil service may be facing doubts as to its administrative legitimacy. An impending cabinet reshuffle may also be dampening morale or indeed reducing administrative idleness. There is also the possibility of persons taking advantage of the current political turmoil, or there last chances while in power, to extend or even abuse there current authority. As either of these two extremes would destroy public confidence in the civil service system and cause potentially irreparable harm, they must not be allowed to happen. Indeed, they must be prevented at all costs. At the present moment, Taiwan needs an impartial civil service to provide consistent and uninterrupted services to the public and ensure basic government operations. It is also important to note that a mature, professional civil service is an important force in maintaining social stability. 

經過兩天的沉澱，今天起恢復交易的金融市場，將反映投資人對扁珍涉貪事件的看法，也將反映政治與經濟的交互影響程度，相關部會已做好因應非理性交易的準備。要強調的是，只要握有權力的各方能齊心協力，將此變局推往正向發展的一方，即使金融市場短期波動亦不足慮。護佑台灣經濟，大家都有責任。

With financial markets resuming trading today after two days of rest, investor attitudes towards the involvement of the President and First Lady in corruption will become clear, as will the interactive influences of politics and the economy. The agencies concerned are prepared to deal with irrational trading activity. It is important to stress, however, that as long as the various centers of power work together to direct developments in a positive direction, then short-term fluctuations in the market will be no cause for concern, for to protect Taiwan’s economy is the responsibility of all.
