開放賽馬 動物保護協會反對

Animal Protection Association Opposes New Horseracing initiative 

經建會規劃在六月份開放賽車和賽馬，地方政府聽了躍躍欲試，因為賽車賽馬將為地方帶來龐大稅收。然而，動物保護協會十分反對。每年賽馬更可以為香港創造320億的稅收，光這一點，就讓缺錢的中南部縣市很感興趣。

With the Council for Economic Planning and Development planning to lift the ban on automobile and horse racing June this year, local governments are provide eager to experiment with this potential source of enormous tax revenues. Horseracing creates revenue of some NT$32 billion for Hong Kong every year, and for that reason alone, cash-strapped regional governments in central and southern Taiwan are extremely interested in the new opportunities. The Animal Protection Association, however, is firmly opposed to the initiative. 

經建會規劃，先開放賽馬、賽車，未來可能再開放賽艇。以賽馬來說，有賽馬場之後，就會有訓練馬兒的馬術學校，興建觀光旅館，人潮跟著湧現，至少為地方政府帶來香港四分之一，約80億的挹注。要經濟挹注還是要注重動物福利，見仁見智，至少開放賽車賽馬前，務必讓社會大眾對此有完整的認識。。

As the Council’s plan now stands, permission will first be granted to organize automobile and horse racing events, with the possibility held out to open up to boat-racing at some time in the future. It is expected that horseracing, for example, after construction of a race course, will also lead to development of equestrian schools, construction of tourist hotels and an influx of tourists that at the very least should provide local government with a quarter of the revenue Hong Kong enjoys, or NT$8 billion. Opinions differ, however, as to whether economic inflow or animal welfare is more important. Before loosening restrictions on automobile and horse racing, however, the public should (at the least) be made fully aware of the many issues involved.
