廢電池何處去 Green Charge Proposed for Batteries

台灣廢電池回收率太低，環保署打算修法，以後民眾買新電池沒帶舊電池，就得付押金。希望能夠增加舊電池回收率。民眾認為立意雖良善，但是太麻煩了，等於變相增加電池的價格。

In view of the very low rate of battery recycling in Taiwan, the Environmental Protection Administration (EPA) intends to amend current laws to require consumers to pay a deposit if they do not bring in old batteries for exchange when buying new ones. While the initiative aims to boost recycling rates, and consumers look on it as a good idea, there is nonetheless concern that the whole process may be rather annoying, and amount to nothing more than a disguised approach to raising battery prices.  

之所以會有這樣的政策，是因為這幾年台灣電池回收率實在太低了，只有一兩成，環保署希望能夠藉由「買電池付押金」制度，養成民眾回收舊電池的習慣，只是這樣可行性高嗎?

The motivation for the new policy is rooted in the fact that a battery recycling rate of only 10% to 20% has been registered in Taiwan over the past few years. The EPA hopes that introducing a deposit on battery purchases will instill in consumers the habit of recycling them when they are worn out. But what, in fact, is the feasibility of the scheme? 

業者、民眾都不看好「買電池付押金」，但是電池回收率低，對環境造成污染是不爭的事實，如果大家都養成回收廢電池的習慣，就不需要這些新政策了。

Neither battery producers nor consumers look favorably on a battery deposit, but the negative environmental impact of such low recycling rates is not disputed. Indeed, if consumers simply got into the habit of recycling their used batteries, no new policy would be required.
