The power to reign over a nation belongs to people all, yet neither a party nor an individual.  This is exactly the full implementation out of free will.  It means the sovereignty is entirely materialized in people's hands.  It is actually up to people's free will and nature rules.  Real reforms will owe all the glory to people.
