賭博合法化論文中翻英

一般而言，贊成賭博合法化者，其理由不外是：認為這是堅持法治﹑理順法治的積極做法，與其繼續讓非法組織以非法手段從事違規的賭博活動，何不將之合法化，化暗為明加以嚴格規管，將混亂的地下賭博公開化、規範化、局限化，並通過立法有秩序的管理，盡可能減少賭博對社會造成的負面影響。
In general, the reasons in favor of the legalization of gambling are always those supposing to take positive approaches aiming at reasonable legal enforcement and conformity.  Anyway, reasonable legalization of gambling is definitely much better than illegal gambling activities controlled by the criminal organizations of outlaws.  Why don't we put the legalization of gambling into effect with strict regulations to turn this business from darkness into light with the used-to-be chaotic underground gambling activities well regulated, confined and opened to the public.  Also, through the management of a good order after legislation, the negative impact on our society caused by gambling activities can be minimized.
