隨著知識經濟時代的來臨,知識已成為組織競爭優勢的最重要來源之一,而知識分享允為其中關鍵所在。近年來學者已逐漸跳脫傳統技術觀點的限制,而朝向以「人本觀點」探討知識分享行為,關注其背後的社會層面因素及影響,並致力於探討影響分享行為之因素。

With the advent of the knowledge economy, knowledge has become one of the most important sources of an organizations competitive advantage, a context in which knowledge sharing is crucial. Researchers in recent years have gradually moved away from the limitations of traditional technical viewpoints and adopted human perspectives from which to explore knowledge sharing behaviors. In particular, they focus on background social factors and influences and strive to probe the factors that influence sharing behavior.

本研究即採人本觀點,以公部門人員為研究對象,探討相關組織因素,包括信賴、組織認同報酬誘因,以及個人因素:官僚人格特性對知識分享行為的影響,以利建立相關研究架構及假設,並加以實證分析研究結果顯示,上述探討因素對公部門人員的知識分享行為產生不同型態的影響,而其中所顯現之意涵,可作為政府思考推動知識型政府及數位治理之重要參考。

Focusing on public sector workers, this study explores from a human perspective such pertinent organizational factors as trust, identification with the organization and material incentives, as well as personal factors - features of the bureaucratic character to examine that influence on knowledge sharing behavior. The objective is to facilitate the definition of a research framework and certain hypotheses and to support these with empirical analysis. Our findings show that the various factors addressed produce influences of differing types on knowledge sharing behavior. The implications of these findings can provide an important body of reference material as the government implements knowledge-based government and the digital governance.
