績效評估 Performance Evaluation
近年來,我國政府受到新公共管理與政府再造風潮的影響,進行許多層面的改革,其中,為營造高績效的政府,行政院自九十年起,參考美國績效與成果法的內容,函頒「行政院所屬各機關施政績效評估要點」,並從民國九十一年起開始推動相關的績效評估制度。

固然,我國發展績效體系的企圖確實清晰可鑑,但以我政府機構人員的績效概念而言,似仍不如原創者英美等國,其並已發展出政府績效管理之學科、教材、專論與研究團隊等重要的資源。相對之下,國內學者亦迄未提出我國本土的行政績效評估程序;再者,由於我國績效評估制度完全由政府機構主導,亦欠缺公民、立法機關的外部績效觀點。
Of course, while the intensions of the government in developing a performance evaluation system are clear, the concept of ‘performance’ among employees of government agencies here is not as developed as it is in Western countries where such systems originated, and where a variety of pertinent resources have become available, including university courses, teaching materials, academic studies and research communities. Comparatively speaking, local academics have to date not proposed procedures for administrative performance evaluation that are adapted to local conditions. At the same time, as the entire effort is led by government institutions, the system lacks external input from the general public and legislative organs as to what, in their view, constitutes performance evaluation.
為增進公務人員對績效的理解,並引介美國績效與成果法的簡要內涵,提高政府機構對績效的重視,故而,作者為文介紹美國政府績效管理的整合架構,並借重美方既有研究與訓練組織的文獻,從績效與成果法的架構出發,討論政府機構應該如何認識績效,並善加運用績效衡量與評估等技術,並希望能使我國政府機構認識並落實績效管理,並促成未來的制度發展。
In an effort to improve general understanding among civil servants of performance evaluation, increase the importance government agencies attach to it, and also introduce the highlights of the GPRA, the author presents an overview of the integrated framework used in the USA, and surveys the relevant literature produced by academic and training institutions in that country. On the basis of the GPRA framework, the author goes on to discuss how government agencies should understand performance per se, and make good use of the pertinent techniques for its assessment and evaluation. The objective is to encourage government agencies to get to know and to implement performance management systems, and to stimulate their further development.
