          無線台北 WiFly Taipei             

一九九八年,台北市長馬英九醞釀出「無線城市」計畫,以與首爾、香港及其他亞洲都市競爭高下,希望利用無線網絡讓較不寬裕的人得以上網,同時,也營造出有利商機的氛圍,然而,台北也發現,硬體的建置不足以保證民眾的使用,因為市民多能在辦公室或家中上網。

A wireless cityinitiative launched by Taipei Mayor Ma Ying-jeou in 1998 aimed to give Taiwans capital the lead in competition with Seoul, Hong Kong and other Asian cities. The project aims to provide Internet access to less well-off residents of the city and at the same time create a favorable business environment. The city has discovered, however, that simply putting equipment in place is no guarantee that people will use it, as most citizens already enjoy Internet access at work or at home.

美國布朗大學公共政策教授韋斯特說︰「只有基礎建設還不夠,你必須給人民使用科技的理由。」WiFly無線寬頻的主要訴求是能在捷運站使用,然而,就如一位捷運通勤族反映,他難得在捷運站裡使用手提電腦,因為實在太擁擠嘈雜,況且申請使用無線寬頻還要收費,就更無使用意願了。

In the words of Dr. Darrell West, a professor of public policy at Brown University in the USA, Just having the basic infrastructure in place is not enough in itself - you also have to give people reasons to use it. The principal claim made for Taipeis WiFly wireless broadband was to make the Internet available in the citys MRT stations. One commuter has pointed out, however, that he rarely uses his laptop in the MRT system because of the crowdedness and noise, and the fact that fees are payable gives him even less incentive.
