郝副主席、黃副主席、各位中常委、以及在座各位先進同志:
Vice Chairman Hao, Vice Chairman Huang, Ladies and Gentlemen of the Central Committee, and my fellow party members :
大家好!感謝今天中常會能夠給我發言的機會。在各位同志面前,既然是一家人,我想我就沒有顧忌地與大家談一下真心話,也向各位報告我這次參選的心路歷程,以及我希望為國家確立一條甚麼樣的道路。
Greetings to everyone! I am grateful for this opportunity to address the Central Committee today. My dear fellow party members, since we are one family, I can speak from the bottom of my heart without any reservations. I will talk about my feelings and experience as a candidate and the direction I plan to lead our country.
這段日子以來,圍繞於我參選的許多揣測,乃至許多惡意編造的流言謊話,我表示遺憾,但我不再做任何回應,我只重申我清清白白與參選到底的決心。我認為,本黨的初選應該是辯證路線的方向,而非權位的算計;本黨屬於廣大人民的,無論是初選或是未來的大選,本黨要開大門、走大路,才能得到人心。

我今天是帶著沉痛的心情,來到常會會場。從去年三月以來,本黨就面臨了艱困局面,在一場近乎雪崩式的挫敗後,作為一位從政同志,我陷入了深沉的自責之中。我幾乎每天都在自問,為什麼我們的兢兢業業,居然換來了這樣的結果?
I came here to the Headquarters today with a heavy heart. Our party has faced tremendous hardship ever since last March, with the frustrating loss which was like an avalanche. As a party member, I fell into deep remorse. I asked myself almost every day: why do we work so diligently, and then what we get in return are such disappointing losses?
國民黨大敗那一夜,我看到支持者的冷漠,這比淚水更令人心痛!
On the night of that KMT defeat, I saw the indifference on our supporters’ faces, which is more heartbreaking than tears!
我在想我們是不是總在不該模糊的地方模糊了,在不該妥協的地方妥協了,也在不該姑息的地方姑息了,更在不該放棄的地方放棄了呢?而它的原因是甚麼?是不是我們的中心思想沒有了?我們的黨德、黨魂也都渙散了呢?
I thought to myself: did we obscure the issues which we shouldn’t have? Did we compromise where we shouldn’t have? Did we tolerate what we shouldn’t have? Did we give up when we shouldn’t have? And why? Have we lost what we believed in? Have we lost our party’s spirit and soul?
我們一起捫心自問,我們是不是在國家定位上模糊了?試問我們還有沒有追求更高和平的勇氣,還有沒有奮鬥犧牲的精神,還有沒有救國的理想?還是只想著守住偏安一隅的現狀,讓本黨變成了一隻在溫水中沉迷的青蛙?
Let’s be honest with ourselves. Have we been vague on our nation’s direction? Do we still have the courage to pursue a higher level of peace? Do we still have the spirit to sacrifice and struggle? Do we still have our ideal to save the country? Or do we just want to stay in a corner, hold on to the status quo, so that the party turns into a frog being slow-cooked in a pot?
為什麼本黨現在是完全執政的執政黨,但我們卻居然得妥協委屈得只像個在野黨呢?
Why is it that we are the majority ruling party, yet we must always compromise on the wrong issues, as if we are the minority Parliamentary Opposition?
在此,我並無意指責任何人,作為本黨權力結構中的一員,黨成為這種狀況,我應該也有無可逃避的責任。我只是在想:我們為什麼會變成這樣「媚俗取巧,因循猶疑」呢?為什麼變成沒有勇氣堅持正確道路的弱者呢?這些年來,我們彷彿都只活在對手所設定的框架裡,在一些國家定位等基本原則上,與黨的中心思想上,我們早就怯懦地喪失了話語權,而只能拾人牙慧、(拿香跟拜),難道這是一個創建國家的泱泱大黨應有的作為嗎?
I do not intend to blame anyone on these issues. As a member of our party’s leadership structure, I also have undeniable responsibility facing the situation we are in. I was just asking myself: Why have we become so willing to cater to vulgar tastes, expedient measures, procrastination and indecision? Why have we become so weak that we have lost our courage to pursue the right course? Over the years, we seem to live only in the framework set by the opposition. We have lost our right to speak and have turned into cowards on the issues of the basic principles of our country and of our party’s central ideology. It amounted to burning the same incense and worshiping the same gods of the opposition party. How can this be the behavior of a country-founding, majority ruling party?
以民主來說,民主當然是本黨應走的道路,也是本黨建國的精神。可是台灣民主化的過程,逐漸把我們的民主價值變成了與大陸十三億人民對抗的工具,而不再是我們爭取十三億民心的憑藉;當民主變成民粹鬥爭的工具,可以癱瘓應有的民主程序時,本黨可曾堅定地對抗這股逆流?
Democracy is certainly the path that we should take, as it was the spirit and foundation on which our county was built. However, on the path of our country’s democratic progress, our democratic values gradually became a tool being used against the mainland’s 1.3 billion people, rather than the value that we should keep to win over the hearts of the 1.3 billion. When democracy was paralyzed by the populists, did we firmly hold our grounds against these adverse forces?
當台獨的聲音假民主之名而氾濫時,本黨對抗的論述與政策是不是總顯得虛弱無力呢?一頂「賣台」的帽子,彷彿輕易地就把本黨壓垮了,讓我們只要一提到相關問題就瞻前顧後。而在民進黨不斷製造麻煩,拆毀和平基礎時,我們是不是因為憂讒畏譏,就自我設限,不敢將兩岸穩定的道路往前再推得更寬廣?
When the voice of “Taiwan Independence” flooded the country with the pseudo- name of democracy, why was our party’s ideology and discussion of policy so feeble in retort? Our party has been so easily incapacitated whenever a hat of “Selling-out Taiwan” was placed upon us. We became indecisive whenever these issues were mentioned. When the Democratic Progressive Party (DPP) continuously created trouble to demolish the foundations of peace, why did we handicap ourselves in a box for fear of being ridiculed, thus making us unable to build a more stable path across the strait?
其實,本黨一直有一條清晰路線,也遠比我們的對手更能盱衡局勢變化,引領國家。但我們膽怯了,因為怕被扣帽子,也因為對自己沒信心,讓我們不敢堅持、不斷退卻,退到了讓人民開始懷疑我們領導國家的能力與意志,也讓人民懷疑我們的路線是不是模糊了!
In fact, our party has always had a clear mission, a superior vision than that of our opponents to meet challenges and to lead the country. But we had fear. The fear of being labeled something vicious led to our loss of confidence and perseverance. We kept on retreating to the point where the people began to doubt not only our capability and courage to lead the country but also the clarity of our mission!
如果各位先進問我,我到底有甚麼贏的策略?我可以明白地告訴各位,我沒有顯赫的資歷,沒有很廣的人脈,我沒錢沒勢,但是我卻有根據本黨一貫的路線,進一步發展出來的正確道路,我有無畏的勇氣,絕對敢負責任、明確地說出來。這也就是說「依道不依勢,依志不依力」,眾志成城、團結於正確道路上,這就是我的贏的策略。
If you ask me, what winning strategy do I have? I can clearly tell you that I have no prominent qualifications, not a very wide network of connections, and neither money nor power. What I do have is the belief in our party’s unyielding mission and a correct path. I have fearless courage and I can speak my mind clearly and with absolute responsibility. That is to say, “follow the way of righteousness, not the way of power; stick to the way of perseverance, not the way of force”. Let us march with unity and solidarity towards The Way. That is my winning strategy.
在這道路的區隔上,民進黨的第一張神主牌就是台獨,這麼些年,他們雖以各種方式遮遮掩掩,但他們分離主義的走向是一致的。這一個分離主義的走向將為我們帶來「安全上的威脅、發展上的鎖國、經濟上的停滯與社會上的仇恨」,也就是「民粹橫行,民生凋敝」,我在此鄭重告訴各位,委曲求全是沒有用的,我們必須毅然扛起這個責任。

所以當民進黨假裝以維持現狀包藏台獨意識時,我們要以兩岸和平協定的簽署,來確保兩岸的和平、國家的安全與國際空間的開拓。所以當民進黨以錯誤的政策方向而將導致鎖國時,我們應該以我們所創造的和平架構帶來的開放空間,爭取加入TPP、RCEP等區域經濟合作組織,並以自由經濟貿易區的設置,教育市場的開放,吸納全球菁英,為國家發展注入全新的活力。

我們主張修改相關法令,讓台灣的制度與國際接軌,減少制度障礙,讓台灣市場重回國際選項之中,重獲國際青睞。同時也要運用由兩岸和平所開創的和平紅利,引進國際資金,讓台灣充分發揮地緣的優勢,創造就業機會,把餅做大,並在經濟充分發展,國民財富不斷累積的條件下,再進一步以財稅手段來真正實現分配正義。

當民進黨透過民粹手段不斷挑起社會仇恨的時候,我們要以堅定而不媚俗的政策,推動福國利民的理想。就像民進黨的第二張神主牌「反核」,民進黨以各種民粹手段推動所謂的「非核家園」。我們當然也了解核能運用上的可能危險,但我們不能把一個明明是選擇題的問題,簡化成了是非題。如果要說核能危險,難道碳排放沒有危險?所以我們要採取兼顧民生需求與環境保護的能源政策,不能輕易被民粹所裹脅。我們明確主張能源政策的順序應該是:1.增加綠能,2.減少碳能,3.在確保能源供應安全無虞的前提下,再減核能。
While DPP constantly stirs up hatred within society by populist tactics, we should take a firm stand to further the ideal of increasing the benefit and prosperity for our country and people. The DPP’s second slogan is “anti-nuclear power.” They use a variety of populist means to promote their so-called “nuclear-free homeland.” We are certainly aware of the potential danger in the use of nuclear energy, but we cannot take an obvious multiple-choice question and reduce it to a yes-or- no one. If you say that nuclear power is dangerous, are carbon emissions not dangerous? We have to take into account the people’s needs and environmental protection as the basis for our energy policy, and not be easily intimidated by the populist. We will clearly advocate that the sequence of energy policy should be: 1. increase green energy. 2. reduce carbon emission. 3. gradually reduce nuclear energy when a safe and secure energy supply is ensured.
很多有志之士看到台灣社會許多脫序的亂象都引以為憂,更看到政黨與政治中媚俗與民粹的情形,經常造成是非不分、價值混亂。這是我若當選總統必須積極改善的地方,絕不讓社會道德淪喪、民粹亡國。
Many concerned people bemoan the chaos in Taiwan arising from the partisan politics, which often results in one’s inability to tell right from wrong or the worthy from the worthless. That is what I must do to improve if I am elected president. I will not let our society
我想告訴台灣人民,我比史上所有的總統候選人都窮,我知道什麼叫三餐不繼,我了解當一個國家經濟衰退時,它不只是冰冷數字的GDP滑落,而是很多窮人的家庭沒有去處,很多窮孩子籌不出學費。因此,如果我能當選,我會把照顧弱勢當成必然堅持的原則。如果政府必須增加財源,我只會從道德的勸說與稅務的政策上,讓產業與富人共同承擔社會進步的責任。
I want to tell the people of Taiwan: I am by far the poorest presidential candidate in history. I know what it is like to have nothing to eat. I understand that when a country is in recession, it is not just the cold figure of a fall in GDP; it also means that a lot of the poor families will have nowhere to go and a lot of poor children will not be able to pay school tuition. If I am elected, I will put taking care of the disadvantaged as an indispensable principle. If the government must increase financial resources, I would use moral persuasion and tax policy to ensure that industry and the rich share the responsibility of social progress.
總體而言,我會以4G,也就是四個「給」(give),做為我未來治國的目標。我不忍心看到人民憂愁、痛苦、無助與無望,我會要求各級政府應做到給人民信心、給人民歡喜、給人民希望、並給人民方便。
Overall, I will be using the 4G method, that is, the 4 “Gives,” as my future goals of governing our country. I cannot bear to see our people worry, suffer, or feel helpless and hopeless. I will direct all levels of the government to provide the people with confidence, happiness, hope and conveniences.
各位先進同志,人民不是從政者攀往權力的鷹架,人民是承載整個屋子重量的地基;覆舟之水,亦可載舟,接納新的思維,接受人民的鞭策,開放黨的決策和資源,我們永遠不會輸!2016大選我們一定要贏回來!
My dear fellow party members, people are not the ladder for politicians’ climb to power; people are the foundation to carry the weight of the whole house. Water can carry a boat, likewise can capsize it. With the admission of a new way of thinking, the acceptance of people’s scrutiny, and the transparency of our party’s decision-making and resources, we will never lose! We must win it back in the 2016 election!
不必諱言,在初選的過程,我嚐盡冷暖、歷盡甘苦,我一直在逆境中奮戰不懈,但我一直微笑視之、樂觀以對,因為我要為自己的黨爭一口氣、我要讓大家看到洪秀柱的論述與爆發能力!因為每一個連署的名字,都是對我深切的期許,要我扛起勝選的責任;每一雙凝視的雙眼,都是對我殷殷的告誡,要我莫忘參選的初衷。
There is no denying that I have tasted things cold and warm, bitter and sweet, during the primaries. I have been fighting adversity tirelessly, but I always handled them with optimistic smiles. It is because I want to win for my party! I want everyone to hear my viewpoints and see my explosive strength. Every signature that signed for my nomination is full of deep hope and expectation, urging me to carry on to the road to victory. Each pair of staring eyes is my earnest reminder to not forget my mission for the campaign.
我要強調的是,洪秀柱的參選是一種承擔,一股勇氣,更是責任的肩負!我要勇敢無懼且大聲的告訴民眾,不要被顚倒的是非帶著走,不要被虛假的口號所迷惑!
I want to emphasize that my campaign signifies a sense of responsibility and a display of courage. I will be brave and fearless in telling the people loudly: don’t be manipulated by rumors and lies and don’t be fooled by deceptive slogans!
我的父親因為白色恐怖坐牢三年多,母親為支撐家計當女工,她是一個因超時工作而數度昏厥的女工。當時一家四散,孩子紛紛送養。父親出獄後,四十年沒有正式工作,晚年在立法院替老委員代筆質詢稿,換取微薄津貼以謀求溫飽,終生鬱鬱不得志,至其臨終冤獄都未及平反。
My father was imprisoned for over 3 years during the White Terror Era. My mother worked in the factory to support the family; she fainted several times as a result of overtime work. Our family was torn apart when the children were sent away for adoption. My father could not find any formal job for 40 years after his release from prison. He did some drafts as a ghostwriter for elderly legislative members in exchange for a meager allowance in order to provide for food and shelter. His life was full of frustration, and his wrongful conviction was never reverted to his death.
老天爺把我生在這個家庭,逼我努力,更逼我不可以放棄自己。我始終相信,只有更多的努力,站得挺挺地,人生才能走下去。所以我個子雖小,但是各位從來沒有看過駝背的我。挺直腰桿,不只是我的身軀,還包括我從小養成的心志。
I was blessed to be born into such a family. It forced me to work hard and never to give up. I always believe that only by putting in more effort and by standing tall can I carry life forward. Although I am small in size, you have never seen me hunch my back. Ever since my childhood, standing up straight is not just for my body, but also for my mind.
這幾天有人問我,洪秀柱,什麼對妳最重要?我的答案和天上父親相去不遠。1.人格。2.找回台灣理性的力量。3.只有國家,沒有個人。4.我不接受外界對國民黨的抹黑。我始終相信,中國國民黨是一個願意給窮人機會的政黨,只要她夠努力,夠有使命感。國民黨會給她機會,我始終相信。
In the last few days, someone asked me, “Hung, what is most important to you?” My answer is not far from what my father in heaven would say. 1. Integrity. 2. Re-establish the rationality of the people of Taiwan. 3. Put the country before myself. 4. Refuse to accept any smearing of KMT from the outside. I always believe that KMT is a party willing to give poor people a chance. As long as she works hard with a sense of mission, KMT will give her the opportunity.
我必須說我沒有別的,只有滿腔熱血、鋼鐵般的意志以及一身的膽識勇氣,奉獻給大家、奉獻給人民!
I must say that I have nothing but high spirit, iron-like will, and dedication to you, the people!
如果你們問:我們的目標是什麼?我會斬釘截鐵回答你們,就是──「勝利」!
If you ask: What is our goal? I will answer you with absolute certainty, that is ── “Victory!”
