漁船船員執業資格 Transfer of Authority for Fishing Vessel Crew Certification

 考試院院會今（8）日通過漁船船員執業資格取得及發證事宜，自民國96年1月1日起改由職業主管機關行政院農業委員會統一辦理。

The Examination Yuan Council today (8 Feb.) adopted a resolution transferring responsibility for matters concerning the licensing of fishing vessel crew to the Council of Agriculture of the Executive Yuan. The measures will take effect Jan.1^st, 2007.

 考試院張秘書長俊彥表示，漁船船員並無專屬職業管理法律，依漁業法第12條訂定的漁船船員管理規則，亦未規定漁船船員執業應經國家考試及格，且漁船船員的主管機關行政院農業委員會認為，漁船船員採主管機關訓練的方式，即可達到審核發給執業證書要件，因此考試院同意有關漁船船員執業資格取得及發證事宜，自民國96年1月1日起改由職業主管機關行政院農業委員會統一辦理。未來並將配合廢止專門職業及技術人員特種考試漁船船員考試規則，並修正其他相關法規。

Secretary-General Zhang Junyan of the Examination Yuan noted that there is no specific law governing the occupation of fishing vessel crew, and that the Regulations for the of Fishing Vessel Crew enacted pursuant to Article 12 of the Fisheries Act do not stipulate that such crew must obtain a qualification through the national examination system. According to the Council of Agriculture, meanwhile, the governing authority for fishing crew, as long as crewmembers receive the training the Council provides, they meet the requirements for issuance of a certificate of qualification. As the Examination Yuan agrees with this interpretation of the licensing procedures for fishing crew, the procedures will be transferred to the Council of Agriculture to administer as of January 1^st, 2007. The Yuan will also proceed in the near future to abolish the Regulations for the Special Professional and Technical Examination for Fishing Vessel Crew and to amend related statutes as necessary.
