12年國教 Education Matters

行政院長蘇貞昌在27日的立法院施政報告，將以力推12年國教為主軸，自今年開始啟動，拉近公私立高中職學費差距，高中職社區化，改變考試制度，計畫最快在2009年達成免試升高中目標。

In his policy address to the Legislative Yuan on February 27^th,Premier Su Zhenchang announced that beginning this year, the government will promote a 12-year compulsory education program as a central policy. The initial objectives will be to narrow the gap in tuition fees between private and public high schools and vocational schools, to promote a community orientation of these schools that will allow more junior high school graduates to attend higher schools in their own communities, and to reform the examination system. The plan targets the year 2009 to achieve its objective of allowing examination-free access to high school education.  

整個「12年國教」計畫自今年下半年啟動，並將先解決經濟弱勢高中職學生公私立高中職學費差距問題，凡是非志願進入私立高中職及5專前3年的學生，家戶年所得低於一定水準以下者給予補助，明年度需新台幣22．4億元，估計每年受益學生約19萬1千多人，估計國庫因此付出44.5億元。

The entire plan for a 12-year national education system will be set in motion in the latter half of this year, and aims first to solve the problems faced by economically-disadvantaged students who are the first to suffer the ill effects of the fees gap between public and private schools. Government subsidies will be made available to support lower-income families with children attending private high or vocational schools by necessary rather than choice. The program will also extend to students in the first three years of 5-year college programs. Next year’s budget for this initiative is estimated at NT$ 2.24 billion and some 191,000 students will be eligible. Estimates rate the eventual cost to the national treasury at some NT$4.45 billion.
