        知識管理 Knowledge Management

「知識管理」是一個十餘年來方興未艾的管理話題,個人、團體、企業組織紛紛投入人力、物力與科技於知識管理與創新的實踐。過去討論資訊科技對於知識管理的影響,較多著墨於軟、硬體科技設備對於知識傳遞與儲存的影響,本文認為一個人如果能夠依靠自己的知識和所接觸到的知識來解決問題,就是知識管理的重要捷徑之一。本文則從社會網絡的人際網絡觀點討論公務人員如何建立個人知識網絡,以實踐個人知識管理。

Knowledge Managementhas been a matter of considerable topical interest for some ten years now, and individuals as much as corporations and other organizations have invested human, material and technological resources in implementations and innovation in this field. Previous discussions of the impact of technology on Knowledge Management have tended to focus on the influences of software and hardware facilities on the transmission and storage of knowledge. This present study contends that an important shortcut to Knowledge Management is achieved if an individual can rely on his own knowledge or the knowledge he can access to resolve problems. We explore from a perspective of the interpersonal networking that operates within social networks how civil servants establish personal knowledge networks to the end of achieving personal knowledge management.

 本文認為公務人員在以社會網絡觀點進行知識管理時,做法包括個人的知識盤點分級管理找出自己目前擁有的知識、目前需要的知識以及未來可能需要的知識之間的差異,同時試著瞭解這些類型的知識可以從哪些人、文件或資料庫取得。個人知識儲存方面,融入標準作業流程的概念,使知識文件被系統化的儲存起來,以方便在未來減少重複利用的難度。

We show that when civil servants proceed with knowledge management on the basis of managing social networks, the approaches that come into play include the auditing and hierarchical management of personal knowledge so as to identify the gaps between the knowledge one currently possesses, the knowledge one currently needs and what knowledge one might potentially need in the future. At the same time, these individuals aim to understand from what persons, documents or other database resources these various types of knowledge can be best obtained. With respect to the storage of personal knowledge, meanwhile, applying the concepts of standard operating procedures allows for systematic storage of knowledge documentation that in turn makes retrieval for future reuse less difficult.
