搶匯行為看似與市場走勢背道而馳，其實是一種極為理性的「政策反射」。與其說大家信任美元，不如說是信任台灣的央行不會讓台幣升太多。
這種狀況其實反映出台灣經濟的一個結構性矛盾：我們希望新台幣穩定、資金回流、資產升值，但同時又極度擔心升值會打擊出口、企業獲利受損，於是央行每每在升值過快時出手干預。而這樣的政策雙面性，也造成民眾與企業始終對新台幣「不敢真正信任」。
換句話說，新台幣雖然強，但從沒被當成可以持有的長期資產。這也是為何外幣保單、美元基金、甚至海外置產在台灣始終熱銷的原因——不論匯率怎麼動，資金最終都選擇往美元流。
