Now I found another report about Japan's part.  The cold and dull figures you are going to read are nothing but a series of "blood and tears" stories, and you will also see how Nationalist government still paid the reparations to Japan until 1939, when Sino-Japanese War had lasted for two years already.

How had such a ludicrous situation ever existed?  We can't simply attribute it to a backward, feeble, and superficially united China then.  China was a backward medieval state at that time, I admit that.  But what had made her a so feeble and disintegrated one that she couldn't withstand the constant blackmail and threat from capitalist imperialism like in CCP and Mao's era?  The root cause was KMT betrayed Great Revolution and compromised with local comprador class(買辦階級), who had long been the parasites on imperialists, and the biggest patronage to Chiang's regime.
