Bought 2 red UPA USB programmer with same serial number! 0544961E

None can read any eeprom (vdd/vcc out of range), tried everything, even read the 24c128, nothing worked.

Have another 4 UPA, plug in old upa and read perfect.

Then how to tell if UPA is good or bad? 

Good upa from obd2express.co.uk VS bad upa from XX site, both same price.
