The Public Accounts Committee have once again questioned the case for HS2 in a letter sent to the Department for Transport this week.

 

Programme uncertainties within HS2
We welcome the HS2 Minster’s first update to Parliament and hope that it will be the start of a more open and transparent relationship with Parliament and the public regarding this programme. We also particularly look forward to the Minister’s review of the land and property programme. However, it is frustrating that there are still signs that HS2 Ltd and the Department are not taking our concerns over transparency seriously. We spoke about the FOI log and Board Minutes being out of date and the surprisingly high number of non-disclosure agreements in use in the programme. You agreed to investigate the issues with the FOI log immediately.

We remain concerned that there continues to be a large amount of uncertainty within the Programme, such as the outcome of Phase 2b and the implications for rail connections in the north, as well as decisions on Euston station. There will also be uncertainty over the environmental impacts of the programme. You explained that an environmental sustainability committee has been set up to consider these impacts. However, this seems late in the day considering construction work has already begun in many places.

Given that the aviation sector is seriously grappling with the potential for structural changes, including online meetings reducing the demand for short stay international business trips, we are concerned that your approach and sensitivity analysis may already be out of date and therefore an incomplete basis for investment appraisal. We note that the April 2020 business case provided some sensitivity testing on reduced passenger demand but was prepared prior to the full impact of COVID. We also welcome your ongoing work to review how best to undertake investment appraisal during these uncertain times, but this does not address the urgency of the need for up to date analysis informing decision-making on this £98 billion project.

Recommendation:
• We strongly recommend that you perform an up to date assessment of the different scenarios that could affect the long-term business case of HS2 as a result of the pandemic, particularly passenger travel patterns, in order to help you to establish what action you need to take to ensure value for money for taxpayers;
• Please write to us within six months with details of your scenario analysis and the impact on forecast benefits. With the nature and extent of the Department’s commitment to high speed rail in the East Midlands and Yorkshire remaining unclear we ask that this analysis includes a consideration of trade-offs on benefits and costs which are informing the government’s choice between different investment decisions on the future of Phase 2b’s eastern portion and its relationship with other rail connections in the north

Government not involved in China-HS2 talks.

Chinas state railway company told HS2 Ltd it could build it in just five years and for less money, according to a letter seen by Building magazine.

But Mr Shapps told the BBC: "This has not been a discussion with the Department [for Transport]."

It comes after Boris Johnson this week approved the controversial HS2 scheme.

This was despite an official review warning costs could reach over £100bn, against a budget of £62bn.

 

2020年初宣佈的計劃,HS2工程將即刻啟動,首期工程於202004正式動工,主要開建倫敦至伯明翰(直線距離約200公里)的第一階段,並爭取將其在2028至2031年之間建成。第二階段伯明翰分別與曼徹斯特和利茲連接的高鐵將於2035年到2040年之間建成。也就是說第一階段需要8至11年,第二階段(從現在開始算)需要15至20年完成。HS2高鐵總長大約531公里,目前政府預算僅有不到560億英鎊。但政府目前估計總投資預算可能大約高達1060億英鎊。

龐大的工程預算經費需要英國納稅人承擔,不夠的資金僅有中國願意提供融資貸款,但是必須同意中國承包商承建部份鐵路工程及車站,縮短施工期限.

HS2: Could the pandemic kill off the rail project?

The high-speed rail line was planned to accommodate increased passenger numbers over the coming decades, but experts forecast that the home-working revolution may permanently reduce UK travel demand.

Now, the government says the main justification is that HS2 is part of a long-term infrastructure plan serving future needs.

But the head of the Department for Transport has admitted it has no idea of future travel patterns nor passenger numbers.

Objectors to the project - a high-speed rail link between London, Birmingham, Manchester and Leeds - fear that emissions from construction work will outweigh any carbon savings for decades.

They are also angry about the damage to wildlife sites and ancient woodlands. One of the founders of the UK green movement, Tom Burke, has described the railway as a “20th Century project for the 21st Century”.

Parliament initially approved HS2 in 2016 but political opposition has not gone away and the environmental case for the railway is coming under greater scrutiny in Westminster.

Green Party MP Caroline Lucas says HS2 does not represent an investment in a greener future but is "a destructive vanity project and needs to be stopped before it does any more damage".

The Commons Public Accounts Committee recently pressed the top civil servant at the transport department, Bernadette Kelly, on passenger forecasts.

Chesham and Amersham MP Dame Cheryl Gillan, one of HS2s most vehement critics, questioned whether the cost could be justified when "you have not established that the future use of public transport will be at a level that will make this railway viable in any way, shape or form?”

10:英國HS2高速鐵路公司招募員工,充次非專業工程人士,換句話說阿貓,阿狗,憑藉關係混入hs2,.得到工作賺取高額的薪資,此外亦傳聞HS2高速鐵路公司授權獵人頭公司HR/Firm.,在海外招聘工程師,卻要繳交3000英鎊的報名費用及服務費,導致於那些獵人頭公司大肆刊登不實的職缺廣告,招募海外人士騙取服務費用,卻沒有真實的職位,已經有多數的求職者上當受騙,也有人透過律師,控告英國HS2高速鐵路公司涉嫌詐欺,可是猶如石沈大海皆無下文,在專業人士的Linkedin 網站,有多起申訴的信件發表,敘述被HS2.及獵人頭公司的欺騙詐事件.

許多英國的HEADHUNTER.打者HS2.的招牌,大肆刊登不實職位廣告,騙取海外求職者繳納仲介服務費,卻毫無下文引起眾多糾紛,英國人其實就是惡名昭彰,名副其實的陰險商業狐狸,那些獵人頭公司狐假虎威的詐欺事件,似乎永無終止,如今傳出HS2.可能停工的消息,也就是說止住牠們以假職位真詐財的業務停止.
