（中央社記者陳至中高雄27日電）教育部昨天、今天在高雄市召開全國教育局處長會議，聚焦數位學習議題，其中「生生用平板」的學習載具，預計於8月底開學前全面到位，並要求廠商須負擔12小時內維修責任。

行政院推動「生生用平板」政策，全額補助全國中小學購買61萬台學習載具，偏遠區為1比1；非偏遠區則是6比1（每6班補助1班配發），由教師依需求輪流借用。於今年6月起展開配送作業，預計趕在新學期（8月底）開學前，全面完成系統與軟體安裝。

教育部資訊及科技教育司長郭伯臣在全國教育局處長會議中接受媒體聯訪提到，暑假期間是緊鑼密鼓的階段，學習載具（平板等）送到各校，會由廠商協助設定。教育部並要求，未來如果設備故障，廠商須負責在12小時內維修好，偏遠地區則是24小時內，如果無法在期限內完成，則要提供備用器材，確保學生的學習權益。

部分教師擔心，平板載具的系統和電腦不同，文書處理軟體的格式無法通用等，面臨許多難題。郭伯臣表示，這一次中央招標的有4種系統，包括Windows系統的平板，學校可依自身需求挑選。高中學生要做學習歷程檔案，如果覺得用電腦比較方便，學校仍有電腦教室。

至於外界擔心，使用平板學習時易分心。郭伯臣表示，數位學習搭配教師課堂引導，學生要做測驗、共學、討論，比傳統老師講、學生聽的方式，更不容易分心恍神。比較要顧慮的是帶平板回家學習，會搭配管理系統，部分App會限制、鎖定，避免過度使用。

郭伯臣也表示，數位學習要成功，家長扮演關鍵角色。近期各縣市已經嘗試培訓家長，扮演溝通的橋梁，讓其他家長更瞭解如何引導孩子使用數位工具。

教育部長潘文忠表示，數位學習是未來趨勢，如果家長只是一直拒絕和迴避，不讓孩子接觸，等到一定年齡後，不懂得正常使用的方式，反而會較其他人失去很多的學習機會。（編輯：張芷瑄）1110727
