Mr. Tao Kan used to go on an outing and asked a guy why he was holding a handful of unripe rice. "I took them when I passed by, nothing but for fun," was his reply. Raped,  "You dont cultivate but damage the rice just for fun!" Tao reproached him and imposed the whipping penalty. Hence, the people cultivated their lands diligently and reaped a bountiful harvest.
