lottery 指的是由政治機構，或是大型慈善機構，因要募款而舉辦的抽獎活動，通常會賣很多很多的獎券，但很少人中。(八千萬分之一)
raffle 也是抽獎活動，也同樣是用來募款，但舉辦的單位較小，或是私人的機構。嚴格來說，它們兩個字就只有舉辦單位大小之分而已。但通常老美都把這二者混而為一，如說加州樂透彩就叫它「lotto raffle 」
lotto 就是加州樂透彩的名字，是由加州政府取的名。

2樓. soap2day2022/12/14 01:32I don't like the fact that the Malaysian government is so involved in the lottery based operations in the country. I even heard that they have some sort of an involvement in beli 4D online, but I'm not too sure about that though. Can anyone clear it up for me please?(benwaballs@yandex.com)
