"Over the hill" means passing the peak of someone’s life, career or going over 40 on age. When you heard someone said "Dwayne Wade" is over the hill, it means he is not as good as how he played in his young ages. However it does not mean playing terribly, instead decaying from his prime time. Speaking to age, we describe people going over 40 is over the hill because 40 is considered mid-point in life.
