Sustainability, Ecology and Green Communities

能源與環境的危機，讓許多國家興起一股所謂的綠建築設計與永續發展風潮，以試圖緩和日益惡化的地球環境。然而，大部分的成功案例還是侷限於建築尺度上，對於環境的貢獻緩不濟急。

Energy and environmental crises have inspired in many countries a surge of interest in what are known as ‘green architectural design’ and ‘sustainable development’ in efforts to ease the worsening conditions of the global environment. Most successful initiatives in this domain, however, have been confined to architectural criteria and have not proven a match to the dire situation. 

綠建築設計是永續發展策略中的必要環節，然而，僅專注於建築與能源議題，而忽略了「人」這個最終本質目標的結果，真正的永續就不夠全面且成效有限；歐美國家過去20年來的經驗證實，「民眾參與」是永續發展的必然過程，「人」、「文化」與「環境」的調和才是真正的高品質生活，而這些目標必須藉由「民眾參與」來加以實現，其中半官方與私人組織等非政府組織的運作扮演了一個非常關鍵的角色。將「人」認定為永續發展的中心議題與最終目標，且推動力來自「靈感」、「創意」與「民眾參與」，唯有如此，環保、社區發展、經濟、文化並重的願景才得以實現。

While green design is a necessary element in strategies for sustainable development, if such programs simply focus on issues of architecture and energy, overlook ‘people’ – who are the ultimate purpose of these goals – then genuine sustainability can not be comprehensively achieved and its effects will be limited. Western countries have shown over the past 20 years that ‘public participation’ is an essential aspect of sustainability, and that a genuine high quality of life can only be achieved through harmonizing people, culture and the environment. As public participation is essential to these goals, the role to be played by semi-official and private non-governmental organizations is critically important. Only when ‘people’ are recognized as the central topic and ultimate purpose of sustainable development, and the motive forces is derived from inspiration, creativity and public participation, can a shared vision that balance the environment, community development, the economy and culture be realized.
