美國財政部長葉倫近日到訪非洲國家尚比亞,並指中國是尚比亞債務重組的「障礙」,強調使尚比亞擺脫違約並重組債務是美國的首要任務。中國駐尚比亞大使館發文回嗆美國自身債務問題嚴重,並稱中國正在積極與各方尋求解決方案,批美國「沒有資格出於私利公開無端指責或向他國施壓」。

Two of the worlds most powerful finance officials are visiting Zambia this week, a reflection of the growing concern shared by Western officials about how China and other creditors are handling the African countrys debt.Zambia requested debt relief under the Group of 20 Common Framework nearly two years ago, but progress has been glacial at best, despite increasingly urgent appeals to China and private sector creditors to reach a deal.
Yellen also acknowledged Africa’s susceptibility to the climate crisis, noting that 17 of the world’s top 20 climate-vulnerable countries are African.
As the first female U.S. treasury secretary, Yellen got a warm round of applause from the businesswomen at the meeting.In a speech following the visit, Yellen emphasized America’s intention to expand trade and investment in Africa.
“The United States is all in on Africa, and all in with Africa,” she said. “And our engagement is not transactional. It’s not for show. And it’s not for the short term.”
Meanwhile, Beijing was investing billions in African infrastructure projects and becoming Africas largest trading partner, while Russian-backed paramilitary forces fanned out across the continent.That is in stark contrast to the Chinese model of investment, which has prioritized quick construction and resource extraction over good governance requirements, she added.
