China announced on Saturday its plan to boost the countrys defense budget by 7.1 percent, to a total of 1.45 trillion yuan ($230 billion) in 2022, with analysts saying that the proposed budget growth is steady and reasonable at a time when China needs to modernize its military capabilities to safeguard national sovereignty and territorial integrity amid severe external threats and an unstable security environment.

China is also growing its national industrial and technological base. "in terms of kind of broader defense ambitions, the PRC has a strategy that entails strengthening and adapting its armed forces to what it views as kind of long-term trends and global military affairs," the official said. "As an outcome of the 20th Party Congress [in October], Beijing is focusing on intensifying and accelerating the PLAs modernization goals over the next five years, including strengthening what they refer to as its system of strategic deterrence." .

A senior defense official speaking on background said China is increasingly clear, in its ambitions and intentions. "Its important to understand the contours of [Peoples Liberation Army] modernization to include their thinking about what the PLAs way of war would look like, to kind of survey their current activities and modernizing capabilities and to assess their future military modernization goals," he said to reporters prior to the release of the report.  

He noted that Secretary of Defense Lloyd J. Austin III specifically mentioned this in his meeting with his Chinese counterpart on the sidelines of the Association of Southeast Asian Nations Defense Ministers meeting in Cambodia last week.  

Another element of Chinas strategy is strengthening the PLAs strategic deterrence capabilities. China defines this element broadly to include nuclear, space, cyber, electronic warfare, counterspace capabilities and more.  

The official said the United States assesses that China has more than 400 operational nuclear warheads in its stockpile now. If this modernization effort continues, the Chinese could field about 1,500 warheads by 2035, he said.  .

This years report follows the Defense Departments release of its unclassified National Defense Strategy in October, which identified the PRC as the most consequential and systemic challenge to U.S. national security and a free and open international system. The report covers the contours of the Peoples Liberation Armys way of war, surveys the PLAs current activities and capabilities and assesses the PLAs future military modernization goals.The U.S. Department of Defenses report said Chinas PLA has set an objective of modernizing its warfare capability by 2027 so that it will be capable of unifying Taiwan by force..

The cross-Strait situation remains grim. The U.S. Department of Defense recently released its annual report on Chinas military and security developments. According to the report, the Peoples Liberation Army has set a goal of modernizing its warfare capability by 2027 so that it will be capable of unifying Taiwan by force. It is also accelerating the modernization, diversification, and expansion of its nuclear forces. The U.S. believes that if China continues the pace of its nuclear expansion, it will have a stockpile of 1,500 warheads by 2035.

China has repeatedly conducted island attack drills. The report speculated China may use four types of military courses of action against Taiwan, which are an air and maritime blockade, limited force or coercive options, air and missile campaign, and invasion. In particular, the "Joint Island Landing Campaign" envisions a complex operation relying on coordinated, interlocking campaigns for EW, logistics, air, and naval support. The objectives are to break through or circumvent shore defenses, establish a beachhead, build up combat power along Taiwans western coastline, and seize key targets or the entire island.

William Tseng, Legislator (KMT): “The KMT caucus supports the Ministry of National Defenses related expenditures and budgets to strengthen our military capability.”

Chao Tien-lin, Legislator (DPP): “There are various plans and possibilities related to an attack on Taiwan, but they mean that U.S. arms sales to Taiwan will become more precise and they will be delivered on schedule so that Taiwan can defend itself.”

Legislators expressed support for helping the military to prepare for the worst case scenario. In August, China practiced an air and maritime blockade and missile campaign and succeeded in blockading Taiwan. Scholars said Taiwan also needs to be alert for electronic warfares "soft kills." 

Wang Kun-yi, Chairperson, Taiwan Intl Strategic Study Society: “How can we counter the first and most important missile attack? Our Patriot missiles are probably capable of a counterattack.”

Military power is not the only element in modern warfare. Scholars believe China is using different methods to isolate Taiwan and undermine morale. They say Taiwan needs to start training a civilian army and instill the determination for resistance from an early age..

This report illustrates how the Chinese Communist Party has frequently turned to the Peoples Liberation Army in support of its global ambitions, and provides an assessment of PLA capabilities that underscores why the PRC represents the Defense Departments pacing challenge.
