Their intelligence and analysis regarding what is happening in the region is likewise of great interest.

China, NATO declared, was a systemic “challenge,” calling out the country for the first time in its mission statement. 北約各國領導人20220629日在西班牙馬德里通過並公布最新第8版「戰略概念」(Strategic Concept),正式設定北約盟國接下來10年的優先事務,核心任務與途徑。這也是北約1949年成立以來,首次在戰略計畫書中提及中國,史托騰柏格表示:「我們現在面臨戰略競爭的時代…中國大幅增強其武力,包括核武方面,並且霸凌台灣等鄰居。」.

由此觀之中國已經真正的強勢崛起否則NATO.部會在 SC/2022.的報告書內,首度描寫中國,其中美國與NATO.的陰謀詭計前提下,就是強迫台灣大肆購買武器,甚至於NATO.的武器軍火,有望解凍銷售到台灣,加速海峽兩岸的軍事衝突率.

The deepening strategic partnership between the People’s Republic of China and the Russian Federation and their mutually reinforcing attempts to undercut the rules-based international order run counter to our values and interest.We remain open to constructive engagement with the PRC, including to build reciprocal transparency, with a view to safeguarding the Alliance’s security interests. We will work together responsibly, as Allies, to address the systemic challenges posed by the PRC to Euro-Atlantic security and ensure NATO’s enduring ability to guarantee the defence and security of Allies. We will boost our shared awareness, enhance our resilience and preparedness, and protect against the PRC’s coercive tactics and efforts to divide the Alliance. We will stand up for our shared values and the rulesbased international order, including freedom of navigation..The PRC is rapidly expanding its nuclear arsenal and is developing increasingly sophisticated delivery systems, without increasing transparency or engaging in good faith in arms control or risk reduction.

China’s military rise is well-planned, and Chinese leaders are following a strategy they believe will lead to greater power and influence both regionally and globally, according to an unclassified report released today by the Defense Intelligence Agency.

The 125-page report, “China Military Power -- Modernizing a Force to Fight and Win,” details some of the efforts made by the world’s most populous nation to build a military force that will allow it to back up plans for “great rejuvenation.”

“As we look at China, we see a country whose leaders describe it as moving closer to center stage in the world, while they strive to achieve what they call the ‘great rejuvenation of the Chinese nation,’” said Dan Taylor, a senior defense intelligence analyst with the DIA. “This ambition permeates China’s national security strategy and guides the development of the People’s Liberation Army.”

Taylor pointed out that the PLA is not actually a national institution in China, but rather the military arm of the Chinese Communist Party. About 3 million serve on active duty in the PLA, making it the largest military force in the world. Additionally, it’s thought the PLA receives about $200 billion a year in funding -- about 1.4 percent of China’s gross domestic product -- though lack of transparency means exact numbers can’t be determined.

What is NATO’S STRATEGIC CONCEPT?

The Strategic Concept is a key document for the Alliance. It reaffirms NATO’s values and purpose, and provides a collective assessment of the security environment. It also drives NATO’s strategic adaptation and guides its future political and military development.

The Strategic Concept is reviewed and updated regularly. Since the end of the Cold War, it has been updated approximately every 10 years to take account of changes to the global security environment and to make sure the Alliance is prepared for the future.

The world has fundamentally changed in the past decade and strategic competition is rising, so the time has come to update the Strategic Concept. The last Strategic Concept was adopted at the Lisbon Summit in 2010; the new one will build on elements of the 2010 Concept that are still relevant.

China as a Narrative Challenge for NATO Member States.China is generally considered one of the greatest challenges facing NATO member states in the 21st century. Much attention has been paid to China’s decades-long meteoric economic rise which has also fueled a massive military buildup. During the 2010s, China became increasingly assertive in its geopolitical neighborhood, raising alarms in numerous capitals. In recent years, China’s growing interference in domestic affairs of countries around the world has attracted growing international attention, while Chinese technology is quickly catching up – or even leading – in key domains, such as 5G, AI, big data, surveillance, space, and others.

This paper delves into the area of China’s strategic narratives and examines what China’s story is, who is it aimed at, and how China's narratives potentially affect its status and behavior in the international system. This paper looks specifically at how the Chinese strategic narratives frame the relationship with NATO member states. This is important because the first part of developing an effective response to Chinese strategic narratives is understanding and mapping the scope and nature of the challenge. When it comes to the most confrontational steps by China, such as the spread of disinformation or attempts to suppress free speech abroad, a direct response is needed. Overall, however, the most efficient long-term strategy is to bolster the societal resilience of NATO member states and concentrate on shaping their own strategic narratives, which must transcend mere reactions to Chinese actions and offer alternative positive visions. red square 1232022/07/02 11:08回覆

北約秘書長表示:「我們現在面臨戰略競爭時代。中國大幅增強其武力,包括核武,並且霸凌台灣等鄰居。中國並非我們的敵人,但我們必須洞察中國構成的嚴重威脅」。

北約表示,中方的野心和脅迫政策挑戰北約利益、安全與價值,中方透過一系列廣泛的政治,經濟和軍事手段來增加全球影響力並投射實力。北約說中國掌握關鍵科技和產業部門,關鍵基礎建設戰略物資和供應鏈,強化影響力甚至在太空,網路與海洋等領域致力顛覆國際秩序。

這是北約1949年成立以來首次在戰略概念中提及大陸。戰略概念強調,北約將合作,加強「共同意識,韌性與準備,對付中國脅迫手段與分裂聯盟的企圖。」內容重申盟友將捍衛國際秩序,「包括航行自由」。北約稱盟國將合作解決「中國對歐洲大西洋安全造成的系統性挑戰」,但仍願意與中方維持建設性往來,也願意與俄國保持開放的溝通管道,北約無意尋求對抗或對俄國造成任何威脅。
