中國,美國,英國,法國,俄羅斯,關於簽署防止核戰爭與避免軍備競賽20220103日發表聯合聲明一致反對核戰爭和軍備競賽。

這份聲明中說，「核戰爭不可能打贏，也絶不能打。」

中國、俄羅斯與西方國家之間的摩擦日益加劇，在烏克蘭、台灣等地發生戰爭的風險增大，核武器大國就全球安全重大問題發表聯合聲明引人關注。不過，也有分析認為，這份聲明對於緩解目前的緊張局勢「微不足道」。

這五個國家是1968年《不擴散核武器條約》（NPT）所承認的核武器國家，同時也是聯合國安理會的五個常任理事國。

上述核武器國家在《關於防止核戰爭與避免軍備競賽的聯合聲明》中表示，「避免核武器國家之間爆發戰爭，並減少戰略風險是我們的首要責任。」

The following is the full text of the statement:

The Peoples Republic of China, the French Republic, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and the United States of America consider the avoidance of war between Nuclear-Weapon States and the reduction of strategic risks as our foremost responsibilities.

We affirm that a nuclear war cannot be won and must never be fought. As nuclear use would have far-reaching consequences, we also affirm that nuclear weapons-for as long as they continue to exist-should serve defensive purposes, deter aggression, and prevent war. We believe strongly that the further spread of such weapons must be prevented.

We reaffirm the importance of addressing nuclear threats and emphasize the importance of preserving and complying with our bilateral and multilateral non-proliferation, disarmament, and arms control agreements and commitments. We remain committed to our Nuclear Non-Proliferation Treaty (NPT) obligations, including our Article VI obligation "to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control."

We each intend to maintain and further strengthen our national measures to prevent unauthorized or unintended use of nuclear weapons. We reiterate the validity of our previous statements on de-targeting, reaffirming that none of our nuclear weapons are targeted at each other or at any other State.

We underline our desire to work with all states to create a security environment more conducive to progress on disarmament with the ultimate goal of a world without nuclear weapons with undiminished security for all. We intend to continue seeking bilateral and multilateral diplomatic approaches to avoid military confrontations, strengthen stability and predictability, increase mutual understanding and confidence, and prevent an arms race that would benefit none and endanger all. We are resolved to pursue constructive dialogue with mutual respect and acknowledgment of each others security interests and concerns.

北約某大國際戰略研究所分析認為,全世界超過1/2.以上的核子武器儲存,於美國及俄羅斯,它們2國才能彼此制約,搞所謂的核武平衡,否則有朝1日發生核武戰爭,換句話說其他3國,也就是說選邊站,更何況尚有印度,巴基斯坦,北韓那些躍躍欲試的小國,彼此競爭要加入國際核武俱樂部,好展現實力,西方國家畏懼中國以後來居上的態勢,積極發展水下核子武器,根據情報透露出中國最新型核子戰略潛艦096-SSBN,將於2023年正式服役,可以攜帶24枚JL-3.SLBM;具有核彈頭敵潛射導向飛彈,射程高達14000 KM.左右,可以直接攻擊美國首都華盛頓特區.軍事專家警告中國096-SSBN.極為可能在俄羅斯協助下2022.於年底,在北極圈的海域破冰而出試射JL-3.SLBM.要正式達到所謂核3位1體攻防兼備的國家,截至目前為止僅有美國及俄羅斯成功,中國空軍目前正在努力以赴H-20.Bomber.核子戰略轟炸機的試飛工程,目前可能是在飛機發動機的問題急需解決,美國及俄羅斯軍事專家認為中國可能在2025年時期才能達成核3位1體攻防兼備的國家,總而言之中國正在加速腳步跟上,中國好像始終是拿到銅牌獎.

台灣在上1世紀70年代秘密研究核子武器,但是被叛國者向美國告密,領取巨額獎金及加入美國籍為是,台灣被美國終止台灣的核子武器發展計劃,摧毀所有核子武器研究設備以及原子能試驗反應爐,至於相關研究員及工程師,傳聞被解送美國終身監禁? 也有情報透露出監禁30年後出獄,多數人無法返回台灣,就投奔中國? 至於那位叛國者在移居美國後也就是說下落不明/?
