工業局指出，除將藉由未來談判過程爭取最有利條件，以及運用現有計畫協助外，經濟部現已規互「因應貿易自由化敏感性產業輔導計畫」，並由技術處於其特殊具時效專案計畫中匡列1億元，對敏感性產業予以輔導。
工業局表示，上述計畫重點包括進行敏感性產業調查及策略規劃、建立國產品共同標章並加強推廣宣導、優質產品展售行銷活動、技術與管理輔導、人才培育等。
目前我方正與中國大陸洽簽ECFA仍處於研究階段，針對內需型、國內較為弱勢等容易受到大陸進口產品衝擊的產業，工業局表示，未來將透過ECFA談判，爭取該等敏感性產業不列入早期收穫清單，並爭取保留、不開放、較長期程開放或爭取調適期等，為敏感性產業爭取調適空間。
同時，工業局將透過談判建立相關貿易救濟措施、特別防衛措施及退場條款等風險控管系統，減緩對國內產業衝擊。
