俄國通訊社報導，普丁在國防部會議上說：「我們必須加強戰略核子部隊軍力，尤其是飛彈系統，可確實穿透一切現有且預期會有的飛彈防衛系統。」數小時後，川普的推文稱，美國必須「大幅加強與擴充核武能力，直到世界意識到關於核武問題之時」，但文章沒提到其它細節。華府智庫「禁止核擴散研究中心」資深專家龐波（Miles Pomper）則批評，川普「鬧劇式的」推特發文，無法傳達一個「理性的嚇阻政策」，恐將為與俄國與大陸的軍備競賽火上加油。

無獨有偶，大陸官媒《環球時報》也在23日晚發表「加強戰略核力量，中國不可患得患失」社評提出，連美俄都覺得它們的戰略核武器不夠用，中國核武器已經夠用就更無從談起。中國加快發展東風-41等最新戰略核導彈的工作刻不容緩，美國方面對華傲慢甚於對俄傲慢，根本原因就是中國的核威懾遠遠弱於俄羅斯。只有到中國的戰略核威懾能夠強行把美國的對華姿態按下來時，情況才可能出現改觀。
