2004年10月11日聯合報紐時週報某篇文章標題「催選民登記,一次一條丁字褲」,
英文的標題就是「Registering Voters One Thong at a Time」,報導某些美國酒吧(大部份是反小布希)要求客人進場前要選民登記,我不是很懂這篇文
章的,我想一定是我相關美國選舉的背景知識不夠。我想請問美國是否如我國法律規定,選民必於選區住滿6個月才有選舉權或被選舉權,
亦或有其它相關規定。 謝謝答覆

以下是從 Elections 2004 中的 U.S. Election Procedures
節錄出來的。大概是各州
規定不同,但是一定要在選舉前登記要投票。

Voting in the United States is a two-step process. There is no national
list
of eligible voters, so a citizen must first qualify by becoming
registered.
Citizens register to vote in conjunction with the place they live; if
they
move to a new location, they typically have to register again.
Registration
systems have been designed to eliminate fraud. But the procedures for
registering voters vary from state to state. In times past registration
procedures were sometimes used to discourage certain citizens from
participating in elections. Recently, there has been a tendency to ease
registration requirements, and the 1993 National Voter Registration Act
(the
"Motor Voter" law) makes it possible for people to register to vote at
the
time they renew their drivers' licenses.
