民進黨主席蔡英文在美國知名智庫CSIS的演講，被綠營評為「小英歷年來對兩岸關係闡述最為完整的一次演講」，其中不見對「九二共識」的認同或否認，企圖以更大的共識（20多年來兩岸協商、互動交流成果）含括九二共識。至於對岸買不買單，大選後就能見分曉。

扁朝為官時，蔡英文逢「九二共識」必加以否定，但近年來已「避談」九二共識，華府的公開演講更隱含「認同」九二共識的成分。但即使認同，蔡英文認為「九二共識」也僅是兩岸二十多年來協商和交流互動的一小部分而已。

蔡英文對兩岸關係的策略很明確，獲得美國同意、避免刺激大陸是最高原則。蔡英文深知兩岸關係不能說得太清楚，愈清楚她的罩門愈明顯，愈不利選情，所以，「維持現狀」雖然模糊，確是陸委會前副主委林中斌所說的「最安全的一種說法」。

只是，蔡英文也認為習近平是非常堅定有決心的人，小英迂迴模糊的策略或許有助於大選，能否繼續推進兩岸關係的和平穩定發展，真正的挑戰在選後才開始。
