立法院朝野協商決定，將「是否邀請馬英九總統進行國情報告」提案「交付協商」，意味此案將進入一個月的冷凍期，對此，總統府發言人陳以信表示「遺憾」。為向全體國人更清楚說明「馬習會」各項議題，馬總統將於今日下午5點在總統府召開國際記者會向人民報告。

陳以信強調，馬英九總統基於「尊重國會」與「尊重臺灣民主價值」的原則，願意以最「公開透明」的方式，親赴立法院進行國情報告，這是中華民國總統依憲依法尊重國會的重要憲政行為，不該被當成政治議題操作。由於立法院暫時未能邀請馬總統進行國情報告，總統決定5點照開記者會，親自向人民報告。

陳以信指出，現任總統受邀赴國會進行國情報告的重要意義不可替代，為求建立憲政慣例，馬總統不到最後絕不放棄親赴國會報告之決心。
