中美雙方近來對於南海諸國可說是加碼示好，中國大打經濟牌，透過「一帶一路」和「亞投行」拉攏南海諸國；美方也不甘示弱，就連在越戰期間痛擊美國的越共，其總書記也首度獲邀訪美，並受到罕見禮遇。可見中美雙方在南海的較勁有多激烈。
其實，美國和日本皆不是南海主權爭議當事國，也沒有任何立場得以介入，但現在卻大肆爭取菲律賓和越南，目的就是讓他們敢於跟中國作對，這種粗糙的做法連三歲孩童都看得懂，實在與美日這兩個外交老手的身段不相符。
美國拉攏越南等國的戰略意圖其實很明顯，就是避免直接和中國發生軍事衝突，但卻利用南海諸國與中國的主權之爭，鼓動他們與中國對抗，以箝制中國的崛起。
美國近來不斷在南海問題上提高嗓門，就是想利用南海主權問題做為美國「重返亞洲」的槓桿。南海諸國別忘了美國一直拒簽《聯合國海洋法公約》，仗著它的強大海軍，以所謂「航行自由」侵害大多數國家的領海及經濟海域。
當然，南海諸國雖小，但也不是省油的燈，像越南就一直擔心美國對它進行「和平演變」，加上中國的龐大經濟利益，因此不可能一面倒向美國，或是讓美國使用它的海軍基地。
