Tracking China’s April 2023 Military Exercises around Taiwan.

In late March and early April 2023, Taiwan’s President Tsai Ing-wen transited through the United States and held an in-person meeting with Speaker of the House Kevin McCarthy. The Chinese People’s Liberation Army (PLA) began increasing its activities as Tsai was in the United States and particularly after her meeting with McCarthy. On April 8, the day after Tsai arrived back in Taiwan, the PLA announced and launched large-scale military exercises around Taiwan. These exercises are more significant than China’s responses to past Taiwan presidential transits, and they are reminiscent of the unprecedented PLA response to then-Speaker Nancy Pelosi’s visit to Taiwan in August 2022.  

In contrast to China’s major show of military force, Beijing has taken relatively less direct diplomatic and economic measures to punish Taiwan and the United States since April 2. China issued four strong statements denouncing the transit and meeting with McCarthy on April 6 and sanctioned a handful of U.S. and Taiwan entities afterwards. On April 10, China signaled desire to deepen economic and other exchanges with Taiwan. What remains to be seen is how former Taiwan President Ma Ying-jeou’s trip to China will impact domestic politics in Taiwan—a trip that was likely encouraged and at least partially orchestrated by Beijing. For example, Beijing likely welcomed Ma’s remarks to the press on April 7 after he returned to Taiwan – Ma characterized Taipei’s current leadership and policy as one leading Taiwan towards danger and war and warned that Taiwan has a choice between peace and war.

Chinas military said it had “successfully completed” three days of military drills around Taiwan on Monday, with air and sea blockade training involving an aircraft carrier and simulated strikes by warplanes carrying live ammunition under “actual combat condition.

Forty-two Chinese fighter jets briefly crossed the sensitive median line of the Taiwan Strait on Saturday as China began drills around Taiwan in anger at President Tsai Ing-wens meeting with the speaker of the US House of Representatives.

The three-day drills, announced the day after Tsai returned from the United States, had been widely expected after China condemned her Wednesday meeting with Speaker Kevin McCarthy in Los Angeles.

China views democratically governed Taiwan as its own territory and has never renounced the use of force to bring the island under its control. Taiwans government strongly objects to Chinas claims.

Beijings announcement also came just hours after China hosted a visit by senior European leaders.

The Peoples Liberation Army said it had started the combat readiness patrols and "Joint Sword" exercises around Taiwan, having said earlier it would be holding them in the Taiwan Strait and to the north, south and east of Taiwan "as planned".

"This is a serious warning to the Taiwan independence separatist forces and external forces collusion and provocation, and it is a necessary action to defend national sovereignty and territorial integrity," the Chinese armys Eastern Theater Command said in a statement.

Taiwans Defence Ministry said on Saturday morning it spotted 42 Chinese fighters - J-10s, J-11s and J-16s, crossing the median line that normally serves as an unofficial batter between the two sides, as well as eight Chinese ships.

China was using Tsais US visit "as an excuse to carry out military exercises, which has seriously damaged regional peace, stability and security", the ministry said in a statement.

"The military will respond with a calm, rational and serious attitude, and will stand guard and monitor in accordance with the principles of not escalating nor disputes to defend national sovereignty and national security."

Chinese state media released what it said was footage of the drills, set to stirring martial music and showing warships at sea and fighter jets doing airborne refuelling. Reuters could not authenticate when or where the material was shot.

SITUATION AS EXPECTED

There was no broader sense of alarm in Taiwan about the drills, where people are long accustomed to Chinese threats.

China had threatened unspecified retaliation if the meeting with McCarthy - second in line to succeed the US president, after the vice president - were to take place. Beijing staged war games around Taiwan, including live-fire missile launches, in August after then-House Speaker Nancy Pelosi visited Taipei.

A senior Taiwan official familiar with security planning in the region told Reuters the aircraft had only crossed the median line briefly, while the ships had already turned back, unlike in August when vessels from both navies engaged in stand-offs.

The situation was "as expected" and manageable, and Taiwans government has rehearsed various scenarios for its response, the person said on condition of anonymity, as they were not authorised to speak to the media.

Reuters reporters in a seaside area near Fuzhou, opposite the Taiwan-controlled Matsu islands, saw a Chinese warship firing shells onto a drill area on Chinas coast, part of drills announced by China late on Friday.

Tsai, hosting a lunch on Saturday with a visiting US lawmaker delegation, led by Michael McCaul, chairman of the House Foreign Affairs Committee, said she looked forward to strengthening security cooperation with the United States.

"I would like to reiterate that the people of Taiwan love democracy and seek peace," she said, without directly mentioning the drills in comments before television cameras.

Tsai has repeatedly offered talks with China but has been rebuffed as the government views her as a separatist. She says only Taiwans people can decide their future.

The Peoples Daily, the official newspaper of Chinas ruling Communist Party, said in a commentary on Saturday that the government has "a strong ability to thwart any form of Taiwan independence secession".

"All countermeasures taken by the Chinese government belong to Chinas legitimate and legal right to safeguard national sovereignty and territorial integrity," it said.

DIPLOMACY AND DRILLS

Unlike in August, China has yet to announce whether it will also stage missile drills. When China announced the previous drills, it published a map showing which maritime areas near Taiwan it would be firing into.

The security source said April is when China typically carries out military exercises.

Taiwanese officials had expected a less severe reaction to the McCarthy meeting, given it took place in the United States, but they had said they could not rule out the possibility of China staging more drills.

Chinas announcement came hours after French President Emmanuel Macron left China, where he met President Xi Jinping and other senior leaders. Macron urged Beijing to talk sense to Russia over the war in Ukraine.

European Union chief Ursula von der Leyen, also in China this week to meet Xi, said stability in the Taiwan Strait was of paramount importance.

Xi responded by saying that expecting China to compromise on Taiwan was "wishful thinking", according to Chinas official reading of the meeting.

Chinas defence ministry, as well as carrying the announcement of the drills around Taiwan, showed pictures on its home page of Xi meeting Macron and von der Leyen.

The Taiwan security source said Chinas recent efforts to charm foreign leaders were in vain after the announcement of the drills.

"Upon the announcement of drills in the strait, all those efforts have vanished overnight and become a wasted effort."

Should the United States defend Taiwan? This is not an abstract debate. Over the weekend, Beijing simulated bombing raids on the island, while its navy encircled Taiwan.

In response to the steady escalation of Chinese military pressure on the island, President Joe Biden has promised - four times - that the US would defend Taiwan from an attack by China.

For some in America, Biden’s pledges are little short of madness. Doug Bandow of the Cato Institute, a think-tank, complains that “most [American] policymakers are prepared to risk national suicide to protect Taiwan”. Why should war-weary America threaten to fight China, another nuclear-armed power, to defend an island of 24 million people that lies roughly 100 miles off the Chinese coast?

Scepticism about defending Taiwan is even more pronounced in parts of Europe. Flying back from a visit to China last week, President Emmanuel Macron implied that France would not lift a finger to protect the island. Discussing Taiwan, he told Politico that the “great risk” for Europe is getting “caught up in crises that are not ours”.

In reality, few expect European militaries to get directly involved in a conflict over Taiwan. But the attitudes of European politicians such as Macron matter, since they will affect Chinese calculations of the economic and diplomatic costs of any attack.

It would certainly make life easier for Europeans and American leaders if they had no reason to worry about the fate of Taiwan. But the reality is that a forcible Chinese annexation of the island would have profound global consequences that would quickly be felt in Paris, as well as Peoria..

The first is about the future of political freedom in the world. The second is about the global balance of power. The third is about the world economy. Together they amount to a compelling case to keep Taiwan out of Beijing’s clutches. The Chinese Communist party argues that one-party rule is the perfect system for China. The US, it insists, should stop trying to promote liberal, democratic values — which are not working well in the west and which would spell disaster for a communitarian culture such as China’s.

But Taiwan, a thriving and prosperous society, is living proof that Chinese culture is completely compatible with democracy. Its existence keeps alive an alternative vision for how China itself might one day be run. Beijing has already crushed aspirations for democracy in Hong Kong. If Xi Jinping were allowed to do the same in Taiwan, autocracy would be entrenched across the Chinese-speaking world. Because China is the emerging superpower of the 21st century, that would have bleak political implications for the world.

Those who are cynical about US democracy promotion might enjoy China’s autocracy protection even less. The idea that mainland China will one day embrace political freedom remains a distant prospect. But the Indo-Pacific region as a whole has several thriving democracies including Japan, South Korea and Australia. They all depend to some extent on a security guarantee from the US. If China crushed Taiwan’s autonomy, either by invading or by strongarming the island into an unwilling political union, then US power in the region would suffer a huge blow. Faced with a prospect of a new hegemonic power in the Indo-Pacific, the region’s countries would respond. Most would choose to accommodate Beijing by changing their foreign and domestic policies.

The desire to avoid giving offence to the prickly new hegemon would quickly restrict freedom of speech and action for China’s neighbours. The implications of Chinese dominance of the Indo-Pacific would also be global, since the region accounts for around two-thirds of the world’s population and of gross domestic product. If China dominated the region, it would be well on the way to displacing the US as the world’s most powerful nation. The idea that Europe would not be affected by that shift in global power is absurd. Now, more than ever, Europe is dependent on America’s willingness to face down Russia, China’s despotic ally. Some might argue that abstract notions like “hegemony” matter little to ordinary people. But a quirk of Taiwan’s economic development means that control of the island would quickly have major implications for living standards all over the world. Taiwan produces over 60 per cent of the world’s semiconductors and about 90 per cent of the most sophisticated ones.

The gadgets that make modern life work, from phones to cars and industrial machinery, are run with Taiwanese chips. But the factories that produce them could be destroyed by an invasion. If Taiwan’s chip factories survived but fell under Chinese control, the economic implications would be huge. Control of the world’s most advanced semiconductors would give Beijing a chokehold over the world economy.

As the US has already discovered, replicating Taiwan’s semiconductor industry is much harder than it sounds. All these considerations — economic, strategic, political — make a compelling case for the US and its allies to protect Taiwan. No one in their right mind wants a war between America and China. But now, as in the past, it is sometimes necessary to prepare for war — to keep the peace.
