The Russia and China joint naval exercises “Joint Sea 2021” has kicked off at Russia’s Peter the Great Gulf, in the Sea of Japan, on October 14, 2021. The exercises will culminate on October 17, 2021. During the war game, the combined force would practice shooting at targets designed to imitate enemy surface ships and hold air-defence drills.

For most of the nineteenth and the first half of the twentieth centuries, the sea was the path over which foreign foes reached China, a fact not lost on Chinese naval strategists. In the 1980s, with the advent of long-range standoff weapons, those strategists began to argue that China would have to push out its seaboard defenses into the Pacific Ocean to ensure its security. They began referring to the waters between China’s coastline and what they called diyi daolian, or the “first island chain” (the Japanese home islands, the Ryukyu Islands, Taiwan, the Philippines, and Borneo), as an area where the Chinese navy needed to develop the capabilities to exert effective sea denial, if not sea control. Once that goal was achieved, China could push out its defensive depth to dier daolian, or the “second island chain” (the Marianas, Guam, and the Carolines).

Today, China routinely sends its warships beyond its “near seas.”[1] But to do so, those warships must still pass through that first chain of islands, a key part of which are Japan’s Ryukyu Islands. Extending about 1,200 km southwest from Japan’s home islands towards Taiwan, the Ryukyu archipelago forms a natural boundary between the East China Sea and the rest of the Pacific Ocean. Its string of islands creates choke points through which much of the Chinese navy must transit to easily reach the “distant seas” of the Pacific Ocean. But Japan, nervous about China’s increasingly assertive behavior around the Senkaku Islands (Diaoyu in China), has begun to fortify the Ryukyu Islands with radar stations and anti-ship missile batteries. With enough of both sorts in place, Japan would be able to constrain and possibly bottle up a large part of the Chinese navy, if push ever came to shove between Beijing and Tokyo.

a Chinese professor at Shanghai’s Fudan University said that it “tells Japan and the United States that they are not able to contain China within the first island chain.”

China and Russia in the Western Pacific Implications for Japan and the United States.

This essay first overviews Chinese and Russian military activities in the western Pacific. It then analyzes Sino-Russian military cooperation and discusses its implications for Japan and the United States.

China’s growing maritime power is changing the military balance among Asian countries. The continental power of Russia and China dominates the Asian landmass, while the maritime power of the United States and Japan secures freedom of the seas in the western Pacific. Neither side can project sufficient conventional power into the realm of the other.

China, Russia to conduct joint naval exercise - Chinadaily.com.cn

Russia and China hold joint naval drills in Sea of Japan.

Russia and China held joint naval drills in the Sea of Japan on Friday and practised how to operate together and destroy floating enemy mines with artillery fire, the Russian defence ministry said in a statement.

The war games are part of naval cooperation drills between the two countries which run from Oct. 14-17 and involve warships and support vessels from Russias Pacific Fleet, including mine-sweepers and a submarine.

Moscow and Beijing have cultivated closer military and diplomatic ties in recent years at a time when their relations with the West have soured.

Ten naval vessels belonging to China and Russia passed through Tsugaru Strait together - the strait is between Japan's main island of Honshu and the northern island of Hokkaido.

The group consisted of five Chinese vessels -- one Renhai class destroyer, one Luyang-III class destroyer, two Jiangkai class frigates and one Fuchi class replenishment oiler -- and five Russian vessels, which were two Udaloy class destroyers, two Steregushchiy class frigates and one Marshal Nedelin class missile-tracking ship.

The narrowest point of the Tsugaru Strait is 19.5 km, or 12.1 miles, but the center part of the strait is designated as international waters -- a Cold War relic that let American vessels carrying nuclear weapons pass through. By limiting Japan's territorial waters to just 3 nautical miles from shore, as opposed to the customary 12, this allowed U.S. ships to pass without violating Japan's "Three Non-Nuclear Principles," of which one prohibits the introduction of nuclear weapons into Japanese territory.
