蘇聯自阿富汗撤軍,井然有序,雖敗猷榮,沿途受到阿富汗老百姓獻上鮮花,夾道歡送,蘇聯攻打阿富汗10年雖然失敗,但是光明正大的撤兵,是符合國際軍事規範的,同樣的美國入侵阿富汗20年,也就是說失敗,斷羽而歸,趁者夜晚倉猝逃跑,離開阿富汗,兩相比較,同樣是聯合國的常任理事國,也是大國競爭,為什麼下場悲慘,阿富汗是名副其實的帝國墳場,日後誰人再敢進軍入侵阿富汗,也就是說會遭受到同樣的下場,甚至於更為慘重的損失,有鑑於此,塔利班遊擊隊此番重返喀布爾,再度執政,希望外國勢力看清楚,不要再錯誤評估阿富汗情勢,而盲目出兵阿富汗......

The total withdrawal of all Soviet soldiers from Afghanistan was completed on 19890215.
The Soviet Union built some 142 infrastructure-related facilities in Afghanistan between 1952 and 1988, including the Puli Khumri hydropower plant on the Kunduz River, the Naglu Dam on the Kabul River, as well as highways and gas pipeline networks, the Salang Tunnel is a 2.67-kilometre-long (1.66 mi) tunnel located at the Salang Pass in the Hindu Kush mountains, between the Parwan and Baghlan provinces of Afghanistan, about 60 miles north of the city of Kabul, kindergartens, schools, clinics were opened throughout the country. Kabul Polytechnic University (established in 1963, the university has over 1500 students in seven faculties including chemical technology, geology and construction). The Soviet Union also built and engineering school and auto-mechanic institute in Kabul, both of which are functioning. Friendship Bridge over the Amu Darya River - the rail and road bridge, which was opened in 1982, is the only fixed transport link across the Afghan-Uzbek border.
