  • On economic relations, the administration will need to choose between a punitive and a constructive approach on trade and China’s industrial policy. The key indicator will be whether it continues Trump’s “decoupling,” especially in critical technology and supply chains or focuses instead on domestic renewal and competitiveness.
  • On the , the administration has made clear it supports multilateral efforts, and its openness to cooperation with China. The crucial indicator will be whether it seeks a climate grand bargain with China or instead builds coalitions to compete with China on issues like green technology and “vaccine diplomacy.”global pandemic and climate-change challenges

China and U.S. open Alaska meeting with undiplomatic war of words

Blinken warns that China’s actions could result in a “far more violent” world, while Beijing’s top diplomat accuses the U.S. of mistreating Black Americans.

The first high-level meeting between U.S.-Chinese officials under the new Biden administration got off to a chilly start on Thursday, with senior American diplomats accusing China of threatening world stability and Chinese officials alleging America is a human rights hypocrite due to its mistreatment of Black citizens.

Afterward, a U.S. official accused the Chinese diplomats of “grandstanding.”

ational Security Adviser Jake Sullivan and Secretary of State Antony Blinken are meeting in Anchorage, Alaska, with top Chinese diplomats Yang Jiechi and Wang Yi. The two countries are at odds on many issues, from cyberattacks to trade; the relationship grew steadily worse under former President Donald Trump, who used tariffs to wage a trade war on Beijing.

The Biden administration has taken a somber approach toward Beijing, whose communist government they view as America’s top geopolitical rival. To date, the administration hasnt moved to roll back the sanctions and tariffs imposed by Trump, but it has also said it wants to work with China on common challenges, like climate change.

"We do not seek conflict, but we welcome stiff competition, and we will always stand up for our principles, for our people, and for our friends," Sullivan said at the top of the first meeting Thursday, according to Reuters.

Blinken said the U.S. will not stop holding China accountable for its actions in places like Hong Kong, where Beijing has cracked down on democracy; its economic coercion of other countries; or what U.S. officials allege is a genocidal campaign against Uighur Muslims in China’s Xinjiang region.

Beijing has often told the U.S. to butt out of such “internal matters.” Blinken, however, asserted that such Chinese actions “threaten the rules-based order that maintains global stability. Thats why theyre not merely internal matters.”

Without that rules-based order, it would be a “far more violent and unstable world,” Blinken said, according to an account in CNN.

Yang, meanwhile, warned the United States to back off and accused it of hypocrisy. He said the United States uses its financial and military might to bully other countries. He also said America had its own long history of human rights problems and foolish actions broad.

“We do not believe in invading through the use of force, or to topple other regimes through various means, or to massacre the people of other countries, because all of those would only cause turmoil and instability in this world,” Yang said.

Early accounts from reporters at the scene, which included translators, had Chinese officials as saying that Black people are being “slaughtered” in the United States. But an official transcript sent out later by the State Department did not include such a barbed claim from the Chinese delegation, which did, however, point to the Black Lives Matter movement’s emergence as illustrative of “deep-seated“ human rights problems in America.

As reporters were about to be initially ushered out, the American side waved them to stay, and U.S. officials delivered additional remarks. The Chinese officials then insisted they get a second round of comments as well, according to photos and accounts from the scene.

A senior Biden administration official accused the Chinese diplomats of breaking protocol, going beyond the two-minutes the speakers had been allotted at the top of the first session.

Such “exaggerated diplomatic presentations often are aimed at a domestic audience,” the official said, adding that the U.S. side intended to “outline for the Chinese delegation in private the same messages we have consistently delivered in public.“The Chinese delegation, on the other hand, seems to have arrived intent on grandstanding, focused on public theatrics and dramatics over substance,“ the official added.

Chinese officials had earlier tried to cast the Alaska event, which is to consist of at least three sessions over Thursday and Friday, as the potential new beginning of a longer strategic dialogue. But the U.S. side has described the gathering as a “one-off” attempt to convey American frustrations with Beijing and get a sense of where Chinese leaders stand on various areas of dispute.

Blinken landed in Alaska after visiting U.S. allies in South Korea and Japan, where the relationship with China was a major topic.

U.S. officials, however, say they are still reviewing aspects of U.S. policy on China and intend to continue consulting with America’s allies and partners overseas.

The first China-Biden administration talks are over. It was a markedly acrimonious start

Rumble in the tundra: fiery exchanges in Alaska but no thaw in US-China relationsThe state-owned Global Times, while advocating for cooperation between the worlds two largest economies, also hit a note of caution in an editorial Friday: "The U.S. should stop pretending that they can point a finger at China. That era is over."

A chilly setting for chilly talks: The Captain Cook Hotel in Anchorage, Alaska.

The spat showed both US and China are trying to project strength to the rest of the world. They’re also aware that beating up on the rival nation makes for good politics at home.

A poll released by Pew Research earlier this month showed favourable views of China in the US have fallen to a historic low of 20 per cent.

Such anti-China sentiment is why Donald Trump made Biden’s supposed softness on China a central plank of his re-election pitch.

Trump’s campaign nicknamed his rival “Beijing Biden” and painted him as “China’s puppet” in its television advertisements.

“Joe Biden won’t stand up to China,” one of the Trump campaign’s advertisements said. “He never has. He never will.”

RED STAR OVER THE PACIFIC.

– President Joe Bidens top national security advisers held their first face-to-face talks with Chinese diplomats in Alaska in an unusually tense exchange that saw the global rivals spar on issues including human rights, cyber attacks and trade policies.

Following their third and final session Friday, Secretary of State Antony Blinken said there are a number of areas where U.S. and China are "fundamentally at odds" but that the two delegations were able to have "a very candid conversation" on issues including regional challenges in Iran, North Korea and Afghanistan as well as climate, trade and technology.

Blinken and Jake Sullivan, Bidens national security adviser, expressed the Biden administrations "deep concerns" about Chinas actions in Hong Kong and Taiwan, cyber attacks on the United States and trade coercion against U.S. allies.

"Each of these actions threaten the rules-based order that maintains global stability," Blinken said. "Thats why theyre not merely internal matters and why we feel an obligation to raise these issues here today."

Yang Jiechi, foreign affairs director for Chinas Communist Party, accused the U.S. of ignoring its own human rights issues in an apparent reference to grievances over racial injustice, criticized the U.S. for advancing its version of democracy while grappling with domestic turmoil and warned against meddling in Beijings "internal affairs."

“I’m hearing deep satisfaction that the United States is back, that we’re reengaged,” Blinken fired back. “I’m also hearing deep concern about some of the actions your government is taking.”

The two-day, high-stakes showdown saw the two delegations bicker in an extended back-and-forth; but behind closed doors, they had a "substantive, serious and direct" conversation that lasted longer than the two hours allotted for the first session, according to a senior administration official who briefed reporters on the condition of anonymity.

"Blinken opened the discussion, and both sides immediately got down to business," the official said. "We used the session, just as we had planned, to outline our interests and priorities, and we heard the same from our Chinese counterparts.”

Earlier Friday, Biden said he was "very proud of the secretary of state."

The initial dust-up Thursday prompted a sharp rebuke from the State Department, which slammed the Chinese officials for violating an agreed upon two-minute opening statement and accused them of "grandstanding, focused on public theatrics and dramatics over substance."

"America’s approach will be undergirded by confidence in our dealing with Beijing - which we are doing from a position of strength - even as we have the humility to know that we are a country eternally striving to become a more perfect union," according to a State Department statement.

The Biden administration has cast the U.S.-China relationship as the "biggest geopolitical test of the 21st century." Lawmakers in both parties agree and are pushing the Biden administration to craft a comprehensive strategy to counter Chinas global rise.

Blinken: Bidens 8 foreign policy priorities, from COVID-19 to China

“China today is challenging the United States and destabilizing the international community across every dimension of power – political, diplomatic, economic, innovation, military, and even cultural – and with an alternative and deeply disturbing model for global governance,” Sen. Bob Menendez, chairman of the Senate Foreign Relations Committee, said Wednesday. “We need to be clear-eyed and sober about Beijing’s intentions and actions."

Among the topics U.S. officials raised: Chinas mass internment of Uyghur Muslims, its crackdown on democracy activists in Hong Kong, its escalating aggression toward Taiwan and its trade coercion against Australia.
