聯合國總部遷中國？

中國提出“人類命運共同體”理念，越來越多地承擔國際責任，涉足國際政治，高舉“全球化”的旗幟，被認為不再“韜光養晦”而是側重有所作為。不過在目前的國際架構體系裡，中國受到缺乏相應的外交機制與平臺的制約。
相比之下，美國在全球的責任與領導角色正在隨著其國力相對下降和內部問題而迅速衰減。這不僅體現在“冷戰”結束後的“單邊主義”，也體現在特朗普執政後的以“美國優先”為名的“孤立主義”。
特朗普新政府與聯合國之間的紛爭，是觀察目前美國外交新政策變化的一個視窗。美國已經退出聯合國教科文組織，特朗普在聯合國發表講話時猛批聯合國現狀，提出大力削減提供給聯合國的會費。其在駐以色列使館遷址問題上的決定，也已引發聯合國和國際範圍內的強烈反彈。

事實上中華民國在19711025日退出聯合國,由中華人民共和國和政府的代表是中國在聯合國組織的唯一合法代表，中華人民共和國是安全理事會五個常任理事國之一，
從此以後聯合國18個不同種類聯合國組織及專門機構的經費,就由中國,美國,蘇聯,英國,法國按當年GDP平均值,繳納會費及其他贊助經費,其中又以如聯合國難民署糧食及農業組織、聯合國兒童基金會、世界衛生組織,聯合國教科文組織 ,中國不僅是經費贊助最多的國家,又實際派遣專業人員,參與聯合國維持和平部隊,又是中國出錢,出人力支援,派遣維和部隊,參加非洲及中東地區的任務.
在美國國內和其他國家，一直有要求美國退出聯合國或聯合國總部搬離美國的呼聲。俄羅斯國家杜馬副主席、“公正俄羅斯党”主席列維切夫在2015年就曾指責美國挾持了聯合國，並提議將聯合國總部從紐約遷往中國或巴西。
其實，不論俄羅斯是否建議要將聯合國遷至中國，中國已經在世界格局中承擔起了一個負責任大國的歷史使命，向世界提出並構建“人類命運共同體”的中國方案。
不久的將來，中國將成為最有競爭力的遷入國，其優勢主要體現在五個方面：
第一，中國已經擁有了體量龐大的綜合國力，未來發展形勢依然樂觀。打造一個健全現代的服務保障體系，並不是一件難事。
第二，中國局勢安全穩定。中國不是一個好戰國家，國內治安狀況比美國、西歐還要穩定。特別是在近幾年，中國社會綜合治理得到較大改善，與西方恐襲等暴力事件頻發的狀態形成鮮明對比。
第三，中國奉行全方位外交思路，與世界絕大多數國家和地區建立了外交關係，在廣大發展中國家極受歡迎。
第四，中國是一個意識形態淡化的世俗化國家，友善、包容的傳統文化和社會特點，在法治框架下的宗教、民族治理，對極端行為現象的有力抑制，也是其能夠承載聯合國政治的特殊優勢。
第五，隨著中國對外交往擴展，影響力的擴大，包括西方在內的各國民眾對中國越來越瞭解，觀感也在逐漸改善。西方年輕人與中老年之間對中國印象的差異即反映出這種變化。中國形象的提升，對聯合國遷址也將起到越來越水到渠成的正面作用。
中國自改革開放以來國勢日益強大,經濟體系已經是全球第二大經濟體系,中國有能力,協調,領導,世界193個成員國家,以及其他尚未核准入會的國家組織.
西方戰略觀察家認為,聯合國遷往中國的研究可行性,值得列入專案項目討論:UNCP2030
1: 時間西方戰略專家認為,聯合國遷往中國至少耗時3年,因為2027-2030年,中國將負責聯合國辦公大樓工程新建工程,以及其他的附屬建築物,諸如各國駐聯合國代表以及聯合國所有職員的宿舍,醫院,銀行,郵局,學校,餐廳,購物中心.等等各種硬體設,施換句話說遷往中國的聯合國園區,至少1000公頃的建地,唯有中國可以做到並實現.
2:地點,西方戰略專家建議聯合國新址,設立在上海郊區,最為妥當,因為上海已是亞洲第一線大都會,交通便利,陸,海,空,運輸優勢良好,在加上歷史的情節,西方諸國當初壓迫中國開放5口通商,首選城市就以上海為主,上海在20世紀初期的建設,就與倫敦,巴黎,紐約,等國際性的大都會接軌,上海至今扔然保持競爭性的優勢.上海已成為亞洲的國際金融中心,各行各業蓬勃發展,且與倫敦,巴黎,紐約,香港,新加坡的國際金融中心接軌作業.世界500大企業界已將近2/3在上海設立分公司或是辦事處.24小時全球運作正常沒有時差的問題存在.上海國際機場,飛航世界各地便捷,又處於京滬廣高速鐵路的中繼站,南下廣州,香港,北上北京,天津,大連,均可在當日往返,洽公經商皆宜.往西可搭乘滬俞高速鐵路直通四川重慶,轉乘蘭新高速鐵路直達新疆省.
3:經費預算:遷往中國的聯合國新建築物,整體經費,初估至少1000億美元,西方戰略專家預期中國將負責50%的經費,其餘的50% 經費,將由各成員國GDP平均值攤派,甚至於有財經專家,建議發行聯合國公債,籌措搬遷聯合國至中國的基金,歐盟某位財經專家不諱言指出中國購買美國國家債券高達1.7兆美元,是全世界的首富,也就是說中國是美國最大的債權國,中國可以獨立負擔搬遷聯盟到中國所有的經費支出,無論是硬體建築物的建設,或是其他支援軟體人力資源的開支等 .
Where the seats of power are located matters. Given the populist revolt in the United States and Europe against the so-called “global elite,” it is time to refigure the geography of governmental and transnational power.
Take the United Nations. Much of the international body’s perceived negatives derive from being in the world’s richest and most visible city, New York. But what if U.N. elites did not have easy access to instant television exposure, tony Manhattan digs, and who’s-who networking?
Many people would like to see the UN headquarter move to other place, however, New York becoming The Capital of The World was because the worlds economic centre of gravity was in the Atlantic Qcean, and the United States was the dominant power and wanted to dominate until President Trump inaugurated. Although many in the States disdain him, he actually is more aware the harsh reality, that is the end of Pax-Americana is on the way. And then, a new home for the HQ is becoming a true issue.
It is about to happen in some way, and Americans should control the direction before too late. For example, Christine Lagarde, the managing director of the International Monetary Fund, mentioned the possibility of relocating the group’s headquarters to Beijing from Washington DC, (International Monetary Fund Based in Beijing? Maybe, Its Director Says) because the articles of IMF say the headquarter should be the country of the member with the largest economy. A lot of economists believe China will have an economy larger than US and EU combined, or two to three times larger than the United States, in just twenty years. Robert Fogel) and Arvind Subramanian ) were two among the many. However, the modern world was not shaped by China, thus China could take a long learning curve for ruling the world, and that would not be good news for everyone on the earth. China may hesitate to do dirty jobs that the States thought that herself had to do. For everyone’s sake, it will be better for the HQ that remain on a place related to the West. And the IMF could be the case by revising the articles of the organization.
That doesn’t mean the HQ and other related international institutions should still locate in New York and DC. First, George Washington in his Farewell Address reminds “us, in regard to foreign nations, is in extending our commercial relations, to have with them as little political connection as possible. Europe has a set of primary interests, which to us have none, or a very remote relation. Hence she must be engaged in frequent controversies the causes of which are essentially foreign to our concerns. Hence, therefore, it must be unwise in us to implicate ourselves, by artificial ties, in the ordinary vicissitudes of her politics, or the ordinary combinations and collisions of her friendships or enmities." Donald Trump follows this guidance more than most of his compatriots. The United States could isolate herself from rest of the world, and since the States was no longer the only dominant power, it’s time to relinquish the heavy responsibility.
