有位叫 Richard 的先生這樣說：「"I will come back in an hour" is a promise to return in approximately an hour, perhaps any time between 50 and 70 minutes [if you're German, it might mean any time between 59 and 61 minutes ;) ]
"I will come back within an hour" is a promise to return in less than an hour.」
這看起來蠻接近您方才的解釋。也許中文改為「我一小時[就]回來。I can be back in an hour.」

in an hour 是一小時內，但是中文習慣講一小時「後」要幹嘛，表達方式不同其實意思差不多。
within an hour 也是一小時內，不過有強制性意涵，較接近中文「限」一小時內。
當然「介係詞片語」還是要看句中修飾對象為何來決定真正的意思，上述為大致上的講法，提供您參考，謝謝。

in an hour = 一小時(之)後；
within an hour = 一小時(以)內。到底怎樣才對？我沒留過學，在台灣學英語，很辛苦。

within an hour 也是一小時內，不過有強制性意涵，較接近中文「限」一小時內。
