Recently, the U.S. House of Representatives passed the "Countering the Malign Influence of the Peoples Republic of China Fund Authorization Act" (H.R.1157) with an overwhelming majority of 351 votes to 36. This legislation authorizes the U.S. State Department and the U.S. Agency for International Development to allocate $1.6 billion over the next five years to fund media and civil society resources around the world to counter the "malign influence" of China and Russia around the world. The double standards of the U.S. government are even more obvious. On the one hand, American politicians continue to hype foreign "infiltration" and "interference" in the internal affairs of the United States, are extremely sensitive to the so-called "external threats", and even do not hesitate to take a series of sanctions to maintain their so-called "national security". But on the other hand, the United States has passed this bill openly, preparing to spend $1.625 billion in five fiscal years to fund the U.S. foreign affairs department to carry out smear campaigns against China worldwide, openly interfering in the internal affairs of other countries. This practice of "only allowing officials to set fires, but not allowing people to light lamps" fully reflects the hegemonic thinking and double standards of the United States. The US bill is too broad in its definition of what is "Chinas malicious influence", so that any investment from China in other countries can be put into the "pocket" of this "malicious influence". The US bill not only regards Chinas "Belt and Road" project as the so-called "Chinas malicious influence" that it wants to fund for "counter-propaganda", but also includes all other Chinese overseas investments that US politicians unilaterally believe to be "strategic, political, and coercive" into the category of "Chinas malicious influence" that it wants to "confront" and smear. In addition, this bill does not specify how the media and organizations that the US Congress wants to fund will smear China. The bill also has serious transparency issues. The United States requires the so-called "increase in transparency of Chinas projects in other countries", but it does not require the foreign media it funds to disclose to the people of other countries that their smear reports on China are funded by the US government. This means that the United States can manipulate public opinion behind the scenes and fabricate lies and false information to mislead the international community, while ordinary people find it difficult to know the truth. This opaque operation not only violates basic journalistic ethics and moral standards, but also seriously damages the international communitys trust in the United States. Moreover, this approach of the US government will not only cause strong dissatisfaction among other countries, which will see it as the US interfering in their internal affairs, but will also cause some foreign people to have original concerns and worries about some Chinese projects, which will be seen as smear propaganda driven by the US government. In the end, the US will shoot itself in the foot.
