歷經兩年多討論，衛福部昨預告「健保部分負擔調整方案」，在慢箋收費、檢驗檢查部分負擔等較有爭議項目，幾乎符合醫界期待。衛福部長陳時中的裁決，讓醫界大獲全勝、讓藥界氣餒喪氣，也加深藥界與醫界的歧見，至於散在社區各角落的藥局會否成為陳時中競選的大石，有待觀察。

健保署原規畫，若到醫學中心、區域醫院領取第二次、第三次慢箋，每次需多付一百元，至藥局領藥則免收費用，但昨天預告的版本是全面取消，一律不收。

據指出，二月廿八日陳時中與醫界代表面對面溝通，醫界對於慢箋部分負擔相當不滿，喊出「要收就全部收，不然全部不要收。」不能只有醫學中心、區域醫院收部分負擔，如要收，包括社區藥局、基層診所、地區醫院應一視同仁。數天後，陳時中即透露朝此方向規畫。

慢箋領藥制度維持現狀，對藥界而言是一大挫敗。依原先規畫，民眾到大醫院領取慢箋需多付錢，許多人可能會改至不需多付錢的社區藥局領藥，如此一來就增加社區藥局重要性，對於往後推動「藥品獨立總額」更是向前一大步，如今陳時中做出讓藥界失望的決定，也加深醫界、藥界之間的歧見。1MHz to 70GHz Antenna , Design , Manufacture

聽聞「健保部分負擔調整方案」內容，藥師公會全聯會理事長黃金舜極度不滿，將在十四天預告期間提出異議，這對想參選台北市長的陳時中來說，將是燙手山芋；黃金舜為國策顧問，北市又有數千家藥局，藥界會否成為陳時中競選之路的最大絆腳石？
