Notice to the current Adiministration of Republic of China and UDN

File: Truth on ROC's Diplomacy: Domestic-oriented or Foreign-oriented?

This is a "classified" document that I labeled it as "Top Confidential" when I submitted to my superiors 23 years ago.  Ministry of Foreign Affairs (MOFA) stop me from its printing by Megatrend, Taipei when I would like to have a publication to qualify myself to the National A-class Special Examination. 

I promised to my caring superior Vice-minister John Chiang that I would not release this document in 5 years when I resigned from MOFA in 1988.  I have kept my words to him since.

All the facts outlined herewith in this "Operation Analysis on ROC's Diplomatic Function" is out-dated and I believe it shall be released to our fellow citizen for their rights to know. 

However, if for any reason, the current Administration of the Government of Republic of China or UDN's authority doesn't want its release, please let me know within 30 days after this post.
