劉德華（華仔）監製並主演的警匪動作電影《拆彈專家》，日前在香港殺青。為了這部電影，劇組特地搭建一條１比１相當逼真的紅磡海底隧道，華仔得意笑說︰「在紅隧拍戲我還以為自己在紅磡！」也透露隧道搭建工程浩大，花了不少錢，雖然只用了２個月就要拆掉，但不會覺得不捨，「有些東西不走，另一些東西就不會來。」並暗示：「也許下次我們會搭建別的東西！」

《拆彈專家》描述香港紅磡隧道裡的一次拆彈任務。劉德華在片中曾在犯罪集團中當臥底學徒鑽研爆破，後加入警隊成為拆彈專家。

為了力求逼真，他不但上了兩堂拆彈課，還頂著大熱天穿上30多公斤的拆彈衣，被問熱不熱，他說：「當然熱啊，好像當年拍《大隻佬》。」電影2017年暑期上映。

行政院長林全昨（十四）日在行政院會針對「南海仲裁案」發表四項主張，除表達我國捍衛南海諸島主權的決心，也表明我國希望能迅速與相關各方展開多邊對話。

林全表示，有關菲律賓依照《聯合國海洋法公約》所提起的「南海仲裁案」，仲裁庭已於今（一○五）年七月十二日作出判斷。從仲裁形成過程到判斷文發布，有以下三個不恰當：第一，以「中國台灣當局」（TaiwanAuthorityofChina）不當稱呼我國，貶抑我國作為主權國家之地位。第二，本案仲裁庭擅自擴權，將非仲裁標的之太平島法律地位認定為岩礁，嚴重損及我國南海諸島及其相關海域之權利。第三，仲裁庭於審理過程中，未曾邀請我國參與仲裁程序，也從未徵詢我方意見。因此，本案判斷我國政府完全無法接受，且對我國不具有任何法律拘束力。

林全進一步指出，我國有以下四個主張：一、中華民國對南海諸島及其相關海域享有國際法及海洋法上之權利。政府將持續固守南海諸島、捍衛主權，對任何可能損及我國利益之情勢毫不退讓。二、以「擱置爭議，共同開發」方式和平處理南海爭端，並且願在平等協商基礎上，與相關國家共同促進南海區域之和平與穩定，並共同保護及開發南海資源。

三、台灣應納入多邊爭端解決機制。我國是未來南海多邊和平爭端解決機制不可或缺之一員，倘若我國未被納入該機制，將無法發揮真正解決爭端之功能。四、我國希望能迅速與相關各方展開多邊對話，並就南海環境保護、科學研究、打擊海上犯罪、人道援助與災害救援等非傳統安全議題建立協調及合作機制，共同為南海區域和平努力。

（中央社東京12日綜合外電報導）日本外相岸田文雄今天就國際仲裁法院即將宣布南海仲裁案結果表示，裁決具法律約束力，日本將貫徹法治，並加強與相關國家的合作。

共同社報導，岸田文雄是在記者會做此表示。仲裁法院預計今天稍晚對中國大陸宣稱幾乎擁有整個南海主權主張的恰當性做出裁決。中國大陸已表態不會接受。1050712
