菲律賓總統杜特蒂9月30日將他發動的嚴厲掃毒行動，與當年納粹德國獨裁者希特勒對猶太人的迫害相提並論。他還揚言「樂意」屠殺300萬吸毒者，去除國內毒品犯罪。此言論引發猶太團體及人權運動人士震驚與批評。
杜特蒂上任以來，警方掃毒行動已格斃3200多人，包括1200多名毒嫌，另外2000多名疑犯被不明殺手「法外處決」。杜特蒂曾估計，國內吸毒人口超過370萬人。菲律賓政府掃毒帶來的腥風血雨，引起人權組織、美國、聯合國與歐洲聯盟的抨擊及關切。
