前美國在台協會台北辦事處長、卡內基國際和平基金會副會長包道格（Douglas Paal）發表專文認為，中華民國總統馬英九於任期內改變前總統陳水扁對抗的兩岸政策，而距離下任總統選舉只剩9週，中國大陸國家主席習近平顯然想提醒台灣選民，如果再度選擇民進黨，馬總統主政下的兩岸正面發展可能面臨風險。
包道格指出，馬習會前安排工作的機密性讓許多反對者感到震驚不安，許多支持台灣的也感驚訝；敏感的兩岸領導人會晤事前是否得披上神秘外衣，才能有令人滿意的結果，這得由歷史學者來討論。
他寫到，馬總統雖然常提到台美關係零意外，不過這對美方來說還是相當訝異，但美國官方反應是正面的，認為符合美國支持兩岸降低緊張，發展經貿與民間交流的長期政策，至少這不是個「意外」。
包道格指出，美國官員透露，希望馬習會為兩岸關係帶來正面影響。不過也有現任與前任官員私下對會晤感到憂心，他們認為結論可能在兩岸都引起反彈，無助於穩定與維持現狀。
包道格分析，馬習會上，習近平的聽眾有三類，一是大陸人民，希望習近平為統一努力；第二是對習近平持懷疑態度的台灣民眾，關切習近平是否對台施壓，影響民進黨選情，以及最後一刻是否讓步，例如增加台灣國際空間。
第三類聽眾是美國，美方認為習近平其實已跳過馬總統，直接訴求民進黨總統候選人蔡英文，蔡如果當選，習近平在中南海將面臨挑戰。
馬總統的聽眾主要在台灣，但華府與北京將高度關注。包道格分析，馬總統越少談國民黨選情，多談兩岸和平繁榮等策略性原則，會比較有機會化解來自台灣內部的抨擊，這反而有助於國民黨候選人，相信他已瞭解並將專注在兩岸關係上。
包道格還強調，兩岸領導人會面對蔡英文維持現狀的承諾設下極高標準。
不過，因為有九二共識，北京無法獲得較大操作空間並決定兩岸關係的底線如何才是適當的。
此外，習近平如果在會晤中釋出利多，而蔡英文最終無法合宜處理兩岸關係，習近平未來在美方面前將有說話的餘地。1041107
