（中央社記者游凱翔台北18日電）北市府的二備金從新台幣9億元增加到15億元，挨批「史上最壞惡例」，柯文哲今天下午將赴民進黨團報告預算。柯文哲說，議會的責任是監督，說明是行政單位義務，自然應對即可。

柯文哲今天下午將赴台北市議會民進黨團報告預算。他上午受訪表示，爭取預算本來就是行政部門向立法部門說明，若其他黨團願意要我們去，我們也是會去。

媒體詢問，議員擬大砍第二預備金，甚至不排除其他重大預算，是否會向議員爭取都不要刪砍？柯文哲回應，議會的責任就是監督，而向議會說明則是行政部門的義務。

柯文哲認為，「這也沒什麼啊」，因為民主程序要經過溝通，不喜歡不一定要堅持，溝通的過程自然去應對就好了。

台北市議會市政總質詢最後1天（16日），議長吳碧珠最後在結語時間，除了強調柯市府政策朝令夕改、失信於民外，也認為官員常把負面情緒帶到議場、干擾議事進行。
