【記者林明華台南報導】台南市議會22日將召開定期大會；面對市長賴清德拒進市議會，議長李全教21日痛批賴清德「毀憲亂政」，市議員也不應配合。

不久前交保的李全教確信他個人官司清白，也有信心做滿4年任期。李全教言下之意，「賴清德四年都不進議會嗎？」

李全教舉行記者會說，賴清德不斷透過媒體抹黑他個人的官司，指他是黑金，以此為藉口拒進議會，但黑金只會發生在有行政權及有龐大資源的市府，沒有市府的貪污舞弊，就沒有議會的同流合污。

李全教更直指有議員坦承賴清德以百姓的血汗錢和市府預算，綁架議員不進議會，嚴重侵害議會尊嚴，違反憲政體制及民主政治的核心精神，毀憲亂政。賴清德不進議會是一回事，竟要脅議員，嚴重違反三權分立及民主政治的精神，傷害大台南的權利福祉。

李全教請賴清德依法進議會接受監督，議員不進議會是沒尊嚴，也會被市民看不起，絕不能配合市府。

李全教呼籲民進黨中央不能縱容，他也相信賴清德情緒失控，完全是要轉移議長選舉操盤失利及和總統失之交臂的失落，但個人利害得失和榮辱是微不足道的，這種仇恨式的情緒氾濫，可以放下。

對於市府官員也不進議會，李全教強調，新車車貸條件相關官員可以直接議處，政務官則可逕送監察院彈劾。2015/4/21
