台灣被伊斯蘭國點名 IS最新宣傳片出現中華民國國旗

「反伊斯蘭國聯盟」

美國總統歐巴馬日前在東亞峰會點名台灣是「反伊斯蘭國聯盟」成員，引發台灣輿論熱議。「伊斯蘭國」（IS）24日發表一支新的網路宣傳影片「莫寬限我」（No Respite），向美國及其59個盟邦「叫陣」，其中標示為台灣（Taiwan）的中華民國國旗赫然在列，令人擔心我國是否已經被列入「伊斯蘭國」的恐攻目標。

這支共4分13秒長的影片共有英語、法語、俄語及土耳其語等版本，顯然是針對目前與「伊斯蘭國」交戰的主要勢力而來。影片中先宣傳「伊斯蘭國」作為「哈里發國」（由最高宗教和政治領袖哈里發領導的伊斯蘭國度）的榮耀，其國土不但大於英國，更是比利時的8倍、卡達的30倍。。

影片中也提及美國及聯合國等勢力派兵與「伊斯蘭國」對抗，「伊斯蘭國」是為了「伊斯蘭」的榮耀而戰，並且已經處在「伊斯蘭聖戰」的頂點，將人們聚齊在「伊斯蘭國」的旗幟之下。「伊斯蘭國」除了遵從真主，也設立學校將其思想向下扎根，盼望青少年與兒童也準備好貢獻出他們的力量。。

影片中提到美國也許擁有規模龐大的軍隊與精良武器、投注大筆資金，但許多士兵都無法承認作戰的精神壓力，每年都有超過6500人自殺。片中疑似引用美軍中央司令部的報告，表示在對抗伊斯蘭國的戰事中，除了人員裝備損失慘重，每天更有18人無法承受龐大的心理恐懼，選擇自我了斷。。


影片宣稱，對抗「伊斯蘭國」的代價過於龐大，根本不是其他國家能夠接受。就算有所謂的「對抗伊斯蘭國聯盟」，「伊斯蘭國」也根本不放在眼裡，要這些國家放馬過來（Bring it on），戰爭的惡火會將你們在地獄中焚燒殆盡。影片末了，則秀出《古蘭經》的一段內容：「你們應當和你們的配主在一起決定你們的事情，不要讓你們的事情成為暖昧的。你們對我做出判決吧，不要寬限我。」（So resolve upon your plan and [call upon] your associates. Then let not your plan be obscure to you. Then carry it out upon me and do not give me respite.）（10:71）。

法國巴黎市中心當地時間13日晚間發生多起攻擊案，地點包括酒吧、餐廳和劇場。8名恐怖分子兵分多路，以炸彈和自動步槍幾乎同時在市區6處地點對民眾發動攻擊，造成至少128人死亡，逾300人受傷。

重回「正常的人生」

巴黎恐怖攻擊後，全球壟罩一股不安的氛圍，各國擔憂恐怖主義擴散，紛紛喊出「反恐」的口號，誓言打擊「伊斯蘭國」（Islamic State of Iraq and Syria, ISIS）。但你能想像，在「伊斯蘭國」統治之下的居民，究竟過著怎樣的生活嗎？亂石處刑、斬首、布滿天羅地網的檢查站，學校被迫關閉，連日常的巧克力等「小確幸」都變成極度奢侈的享受，如同電影情節般的現實時常上演，是敘利亞北方大城拉卡（Raqqa）居民揮之不去的夢魘。

「生活就像是行屍走肉。」拉卡如今是「伊斯蘭國」的「首都」，數以千計的公民被困在這個封閉的城市內，卻對恐怖分子束手無策。由於道路被封閉且各地開設檢查站，居民無法離開，只能在嚴格的伊斯蘭律法中生存，甚至連網路上的一言一行都被「伊斯蘭國」所監控，人生自由與言論自由都被綁架。獨立公民團體「拉卡正默默被宰殺」（Raqqa is Being Slaughtered Silently）為目前少數能獲得「伊斯蘭國」內部資訊的組織。

什麼都沒有的「鬼城」

「一抬頭就看到天空布滿無人機。」一位不願具名的女性對CNN表示，拉卡已經變成了一座鬼城。難以想像的暴政與暴力每天都在街頭上演，再加上西方列強的持續轟炸，拉卡居民每天都面臨恐懼。

美國為打擊恐怖主義，從2014年9月開始空襲敘利亞，俄國、法國隨後跟上，最近英國也加入轟炸敘利亞的行列中。各國集中火力在伊斯蘭國的核心地區，正是拉卡。法國仍沉浸在巴黎恐怖攻擊的憤恨氛圍中，派遣戰鬥機摧毀了「伊斯蘭國」的指揮中心、招聘中心、彈藥儲存基地與訓練中心，根據法國軍方報導，認為「伊斯蘭國」的領導階層可能棄城逃離。

但「拉卡正默默被宰殺」共同創辦人哈姆扎（Abdalaziz al-Hamza）表示，目前恐怖分子並沒有離開的打算，許多學校與民房成為恐怖分子躲避列強轟炸的障眼法。拉卡的人們承受著被轟炸的恐懼，但他們仍抱持希望，認為西方列強能消滅「伊斯蘭國」，使其得到救贖。

更加封閉的城市

「你能做想做的事，穿想穿的衣服。」「拉卡正默默被宰殺」的一名成員表示，拉卡原為敘利亞最自由的都市，但在敘利亞總統阿塞德掌權後就變了調，安全部隊開始捕捉居民，見到總統要鞠躬敬禮。

而現在安全部隊換成了伊斯蘭警察，總統換成了「哈里發」。在「伊斯蘭國」佔領拉卡後，社會規範迅速改變，城市都變得極度保守，刻在城牆上的律法禁止女子獨自上街、禁止露出頭髮，抽菸與攝影皆被禁止，社會籠罩在恐怖的氛圍之下。

期盼重回「正常的人生」

「我們不是『伊斯蘭國』的一部份，而是和他相抵抗的一群人。」「拉卡正默默被宰殺」的成員提到，拉卡的居民是恐怖主義的受害者，而不是幫兇。「巴黎的一個晚上就足以震驚社會，請想像在『伊斯蘭國』統治下2年的生活。」

拉卡當地各級學校關閉，沒有政府組織，醫生、老師與律師都成為失業人口，若想獲得工作必須加入「伊斯蘭國」。沒工作也就賺不到錢，日常生活隨處可見的巧克力、香蕉全成了奢侈品。而水電則是仰賴掌權者心情，時有時無。

「我想要上大學，想要工作賺錢、擁有家庭，擁有個自由的國家。」一名當地女性的願望，希望國際的力量能拯救他們重回正常人生。 1. xxx qqq
