赴陸參加「朱習會」的新北市長朱立倫成為議會焦點，新北市議會民進黨議員5日質疑，明明是「上海、北京市政交流」，市府卻提不出實質內容，首長還回應「黨務行程為主」，根本就是「黨務政務傻傻分不清楚」？將要求朱到議會進行專案報告。

新北市機關首長昨天到新北市議會進行機關報告，民進黨市議員李坤城質疑，「朱習會」內容備受關注，但給移民署的計畫書內容卻未提「朱習會」，只寫「上海、北京市政交流」，「請問到底是交流什麼？」

人事處長陳昭欽回應，朱出訪是「休假自費」，不是公假也非事假。副市長陳伸賢則說，本次出訪是以「黨務行程」為主，因朱兼任市長，所以依規定申請時，必須寫下市政交流行程，並非欺騙。

李坤城又說，請問市政交流內容為何？出國是否應該寫報告？陳伸賢回應，他不在現場，無法回答。

「根本就是欺騙人民、欺騙議會！」李坤城說，黨團正討論更改議程，要求朱到議會專案報告，釐清到底是黨務行程還是市政交流？
