8日晚至9日凌晨，部分涉嫌非法經營的商販不配合執法人員。隨後約300名示威者在香港旺角與警方爆發嚴重衝突，導致近90名警員和多名記者受傷，警方逮捕至少54名示威者並控制局勢。梁振英9日主動會見媒體表示，至少有數百名暴徒襲擊警員和新聞工作者，有人甚至撬起地磚襲擊警員，嚴重危害執行職務的警員安全。梁振英向暴亂事件中受傷的警務人員以及新聞工作者表示慰問。

香港特區行政長官梁振英9日表示，特區政府嚴厲譴責凌晨在旺角發生的暴亂事件，對於目無法紀的暴亂行為特區政府絕不姑息，警方將全力緝拿暴徒歸案。梁振英也定調這是一場「暴亂」。
