對於引發爭議的M503航線，陸委會副主委林祖嘉今(31)天表示，從空防來說，其實是讓大陸戰機往後移了19公里，「我們的縱深是反而增加的，對空防來說是更有幫助的」。

為抗議大陸擅自劃設台灣海峽中線M503航線，台聯黨團繼上周五占領主席台杯葛立法院院會，台聯31日上午再次試圖佔領主席台再繼續杯葛。國民黨立院黨團旋即召開記者會，找來林祖嘉以及民航局副局長方志文進行相關說明。

林祖嘉說，M503航線是一個國際民航航路，是大陸向國際民航組織登記，這個航路全程都在上海飛航情報區裡面，並沒有飛進台灣領空；當「初大陸登記的時候，因為這條航路離我們的飛航情報區，也就是海峽中線，只有4.2海浬，非常接近我們的飛航情報區，所以基於飛航安全理由，要求大陸必須根據規定，跟鄰近的飛航情報區進行溝通」。

林祖嘉說，兩岸民航主管機關在過去這段時間內，進行五次溝通，「經過我們強烈的要求，立法院也通過決議，表達我方嚴正立場，所以根據過去五次溝通以後，大陸也同意做出一些實質上調整」，包括從原來4.2海浬往西移增加到10.2海浬，大概19公里左右，「如果未來遇到任何特殊狀況，例如颱風，我們要求飛航只能往大陸方向、往西偏航，絕對不能偏航到我們的飛航情報區裡面」。他進一步指出，原來有的W121、122、123三條航路，在現階段也不實施。

林祖嘉重申，M503航線是一個國際民航航路，所以不會有大陸戰機進入，而且陸方已同意這點。他表示，從空防來說，讓大陸戰機其實是往後移了19公里，我們的縱深是反而增加的，對空防來說是更有幫助的。他也透露，美方跟歐盟都有表達支持我方的協商結果。

林祖嘉說，政府在M503航路上是基於安全、尊嚴的原則，跟陸方進行務實協商，協商結果不僅沒有損傷主權，還增加我們空防縱深。用嚴正立場要求陸方正視我們的民意，所以陸方做出調整，他說，創業基金【公教人員貸款率利計算技巧經驗談】未來希望繼續用這種和平方式持續跟大陸進行協商，希望全民了解政府立場、支持政府。

A video and three images were posted to lawmaker Chou Ni-an's Facebook page showing her protest against the ruling Kuomintang party's veto of a Taiwan Solidarity Union proposal on March 31. The proposal demanded that the Mainland Affairs Council of Taiwan pressure China to scrap the newly-launched M503 flight route. This video shows Chou being carried away at around minute 1:20.

The Taiwan Solidarity Union has organized a series of demonstrations since Saturday, March 28, over China's new flight route over the Taiwan Strait and the government's failure to stand up to Beijing. The party's criticism of Taiwan's relationship with China escalated further when Taiwan's Office of the President applied to join the Beijing-led Asian Infrastructure Investment Bank (AIIB) on Tuesday, March 31.

The M503 flight route, implemented on Sunday, March 29, is one of four new air routes launched along China's southeast coast to ease air traffic over Yangtze River and Pearl River delta area. Around 33 planes are expected to use that route daily. Credit: Facebook/tsu.chounian 較少
